The following is a brief summary of actions taken in February 2009 that may be <br />of interest to the Planning Commission: <br /> <br />Purchase Agreement with Rick Foster for purchase of certain City owned land. In December of 2006, the <br />City executed a purchase agreement with Rick Foster for certain City-owned property adjacent to Pump <br />House # 1 and River's Bend Park. The purchase agreement was authorized by City Council and included <br />transferring of access rightsfor separate property owned by Mr. Foster along Highway 47. <br /> <br />In order to complete the sale, the property needs to be subdivided to convey the property to Mr. Foster. <br />The subject property is toned R-3 High Density Residential. The City Council directed staff to start the <br />application and complete the necessary engineering work to complete the plat. Staff anticipates the plat <br />to be ready to be considered by Plarining Commission in April or May. <br /> <br />Amendment to Flood Plain Map. The City Council approved the amendment to the official Zoning Map <br />referencing Flood Plain related to the replacement of a ?ulvert on Ermine Blvd. <br /> <br />Wetland Buffer Ordinance. The City Council discussed the current Wetland Buffer Ordinance and <br />directed staff to prepare an ordinance to repeal this section of City Code for a Public Hearing in April. <br /> <br />Moratorium on Wind Turbines. The City Council did introduce an interim ordinance to enact a <br />moratorium on wind turbines. As the Pianning Commission is aware, Staff recently received an inquiry <br />regarding a private wind turbine generator. The only possibility for this property owner at this point is to <br />apply for an interim use permit. Staff proposes putting official regulations in place prior to issuing any <br />sort of permit for wind turbines in order to avoid non-conforming situation. During the moratorium, Staff <br />will be completing a study regarding bulk and architectural standards, site selection, wind conditions, etc. <br /> <br />Definitions of Garage, Primary Residential and Home Occupation. The City Council did introduce the <br />Ordinance to amend the defmitions of primary residential garage and home occupation. <br /> <br />Comprehensive Plan Update. Staff has received official comment on the draft Comprehensive Plan <br />from the city of Dayton and the city of Andover. Responses are included for your review. It appears that <br />the plan will be ready for the Metropolitan Council to review in late Mayor early Jurie. <br /> <br />PC: 03.05.09 <br /> <br />45 <br />
