EXTENSION OF 153RD AVENUE N.W. <br />BETWEEN VARIOLITE STREET N.W. AND COUNTY <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />CASE # <br /> <br />ROAD #83 <br /> <br />Background: <br /> <br />Recently members of the Council have been receiving copies of various communications between <br />staff and others regarding completion of the last leg of 153rd Avenue N.W. Attached to this case <br />is a reiteration of that entire packet in order for members of the Committee to have all of the <br />documentation regarding this proposed project in one spot. Included are the following: <br /> <br />1) <br /> <br />An exhibit from the Ramsey Comprehensive Plan entitled Thoroughfare Plan on which <br />153rd Avenue N.W. is contained. <br /> <br />2) <br /> <br />An exhibit from Maier-Stewart which they used in their proposal for engineering which <br />shows the approximate location of this final leg of the roadway. It should be noted that a <br />park is contained on the south side of the far western portion of the roadway. There is also <br />a residential property north of the park. The three larger parcels are vacant and on the <br />eastern most portion of the roadway there is a residential property northwest of the <br />intersection of 155th Avenue N.W. and Variolite Street N.W. <br /> <br />3) An exhibit which details MSA expensible right-of-way costs. <br /> <br />4) The proposal from Maier-Stewart and Associates for engineering. <br /> <br />5) The proposal from Hakanson Anderson Associates, Inc. for engineering. <br /> <br />6) A copy of a representative letter to appraisers for appraisal services on the extension. <br /> <br />7) A letter dated September 3, 1991 to Mr. Greg Smith regarding the project. <br /> <br />8) <br /> <br />A letter dated September 3, 1991 to owners of the parcels inviting them to these committee <br />meetings. <br /> <br />9) A letter dated August 2, 1991 to Mr. Greg Smith regarding the project. <br /> <br />10) A memorandum dated July 29, 1991 to City Council regarding the project. <br /> <br />11) <br /> <br />A letter dated May 31, 1991 to a property owner regarding development of his property <br />after construction of the roadway. <br /> <br />Currently the City of Ramsey receives approximately $454,000 a year in MSA funds. Some of <br />these funds are dedicated towards maintenance of existing roadways. This dedication can vary up <br />to 25% of the total allocation in any one year. Our current MSA fund unencumbered balance <br />following the current 153rd Avenue project is estimated to be approximately $200,000. Further it <br />is staff's position that if required to conduct projects that Ramsey should allocate future dollars to <br />current year projects from the MSA account whenever possible, given the questionable state of <br />future state revenues. Currently it is estimated that the final extension of 153rd Avenue N.W. will <br />cost in the neighborhood of $500,000 in construction costs with a total project cost of $700,000. <br />This amount includes engineering, legal, land acquisition and construction inspection. Therefore, <br />this is a project that will expend more than one year's worth of MSA funds. Given this, it is <br />appropriate that at some near term discussion, Council review its policy on percentage of the <br /> <br /> <br />
