account which should be dedicated towards maintenance as well as the buy ahead provisions of the
MSA program. However, at this point, what staff is pursuing are the following:

1)

Council approval of the concept of pursuing construction of the final leg of 153rd Avenue
N.W.

2)

Council authorization of preliminary engineering in order to define the boundaries of the
right-of-way acquisition.

3)

Authorization to secure appraisal services for compensation of property owners on
acquisition of this right-of-way.

4) Initiation of acquisition of the right-of-way.

it is contemplated that given positive response from the Budget and Road and Bridge Committees,
that staff will place this improvement project on the October 8, 1991 agenda for Council ratification
of the portions of the project so directed by the Committees. Staff has requested appraisal quotes
from six different appraisers, expects to receive quotes from three or four of these and expects the
low bid to be in the neighborhood of $2,000 to $3,000 (We have not yet received written quotes
but expect to have them by September 24, 1991). We also have received quotes from two
engineering firms: Maier-Stewart and Hakanson Anderson. The low bid was from Maier-Stewart
at $6,200. Given that this was the low bid and in addition to the desire to spread engineering
services around somewhat, it would be the staff recommendation to work with Maier-Stewart on at
least this portion of the 153rd Avenue N.W. extension.

Recommendation:

Pending discussion at both the Budget Committee and the Road and Bridge Committee meetings to
direct staff to place this improvement project on the October 8, 1991 agenda pursuant to the above.

Committee Action:

Based on discussion, motion to direct City Staff to place this improvement project on the October
8, 1991 agenda.

Review Checklist:

City Administrator
City Engineer
Finance Officer

R&B: 9/24/91
Budget: 9/24/91
