POLICY BOARD BUSINESS

Case #1:

Appointment of Chairperson and Vice Chairperson for 2009

Environmental Coordinator Anderson explained that the Board has not been at full capacity since
May of 2008 and suggested that this item be tabled until the Board is again full.

Board Member Freeburg questioned the purpose of appointing a Chair and Vice-Chair, as he
thought the Council made the final appointment.

Environmental Coordinator Anderson advised that the Council selects the members of the Board,
but the Board appoints their own Chair and Vice-Chair.

Ex-Officio Member McDilda advised that the Council had not yet approved the reappointment of
members of Commissions or Boards in the City whose terms had expired. He advised that he
would be present at the meeting but would not be voting until he was made an official member
again. He advised that the issue is on the January Council agenda.

Environmental Coordinator Anderson advised that the Council would be discussing the matter
during a Worksession that would be held the following day. He explained that the Council
would be reviewing the whole reappointment policy.

Councilmember McGlone commented that he had spoken with Assistant City Administrator
Heidi Nelson and was advised that the Council reviews these things from time to time when the
members have changed.

Acting Chairperson Max commented that the Board would appreciate the addition of a new
member, and for the process to apply to be made as simple as possible. He explained that he had
previously been alerted that residents were unable to access the application from the website.

Environmental Coordinator Anderson commented that another resident had come into City Hall
that was interested in joining the Board, and they were not able to access the application online
either. He stated that the application is now available online for interested parties.

The Board discussed their thoughts on the reappointment process with Councilmember
McGlone. Councilmember McGlone advised that he was also working with Assistant City
Administrator Heidi Nelson to develop a glossary of common City terms to post on the City
website. He explained that a lot of residents are just unaware of the common words used daily in
regard to City Staff, and thought it would be easier for residents if they were able to educate
themselves. He advised that once completed it would be posted in the Ramsey Resident so that
residents would be aware of the addition. He advised that the City website may be revamped
making it easier for staff to update and make additions.

Ex-Officio Member McDilda commented that the website had come a long way in the seven
years that it had been in existence.

Environmental Policy Board / January 5,2009
Page 2 of9
