~

Board Member Bentz agreed that it should be advertised in the Ramsey Resident that the web site
would be new, improved, and easier to use. He stated that a lot of residents that he had spoken
with do not use the City website any longer as it is too difficult to navigate.

It was the consensus of the Board to table this agenda item until such time that the Board is at
full capacity.

Case #2

2009 Work Plan

Environmental Coordinator Anderson reported that during the December meeting the Board had
reviewed the 2008 work plan and suggested ideas for the 2009 work plan. He advised that Staff
had taken the information and created a draft of the 2009 work plan for the Board. He wanted
the Board to review the plan, provide feedback, request any necessary changes, and make a
motion to forward the proposed 2009 work plan to the City Council for approval.

Councilmember McGlone questioned what the work plan was.

Environmental Coordinator Anderson explained that the work plan summarizes where the Board
would like to focus their energy and the items they would like to work on during that year. He
provided a few examples such as recommending ideas for water conservation to the City Council
and holding another Arbor Day tree planting event.

Councilmember McGlone questioned if the Board has the use of a budget for the year, or if
contact had been made to the Ramsey Foundation for possible funding.

Environmental Coordinator Anderson advised that although the EPB does not have a budget, he
does have the use of an environmental services line item in the City budget if necessary. He
explained that for the Arbor Day tree planting that occurred in 2008, the Board Members had
donated their monthly stipend until they had collected enough funding to purchase the trees. He
advised that the Board had also partnered with Village Bank, who then donated the funds to
purchase a larger shade tree.

Ex-Officio Member McDilda advised that the Arbor Day event was the first that the Board had
conducted and explained that they would like to try to expand the event going forward.

Acting Chairperson Max stated that he would like to partner with the Parks and Recreation
Commission to hold a similar event planting native species to educate the public on plants that
thrive in the type of soil found in the City of Ramsey.

Councilmember McGlone stated that he was working with Assistant City Administrator Heidi
Nelson to create a "did you know?" type page for the web site and thought it would be great for
the EPB to contribute to the page in the spring in regard to planting information.

Acting Chairperson Max stated that the Board does not have a set agenda and the residents are
not coming forward to the Board for permits. or that type of approval, so the work plan helps
determine what the Board will work on and discuss for the year.

Councilmember McGlone questioned if the Board ever thought about gammg funds or
donations. He questioned if the Board would do more if they have more funding.
EnvironmentalPolicy Board / January 5, 2009
Page 3 of9
