ROAD AND BRIDGE COMMITTEE
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey Road and Bridge Committee conducted a regular meeting Tuesday, December 10,
1991 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present:

Chair Kenneth Peterson
Mayor James Gilbertson

Also Present:

Merle Mevissen, Public Works Supervisor
Steven Jankowski, City Engineer
Ryan Schroeder, City Administrator

CALL TO ORDER

The regular meeting of the Ramsey Road and Bridge Committee was called to order by Chairman
Peterson at 6:00 p.m.

CITIZEN INPUT

None.

APPROVAL OF AGENDA

Consensus was to approve the agenda as submitted.

COMMITTEE BUSINESS

Case #1: Initiating the 1992 Annual Street Program.

Mr. Jankowski indicated that the purpose of the Annual Street Program is to insure that all streets
receive maintenance at no greater than a seven year interval. To achieve this, the City must address
annually 2.3 miles of its MSA streets and 13.8 miles of its remaining locally maintained streets.
This represents one-seventh of the total 113 miles which are contained within our locally
maintained street system. Mr. Jankowski also indicated that there appears to be some discrepancy
between the mileage history inventory prepared by Mr. Mevissen and illustrated a color-coded map
with that information being reported to Mn/DOT. The Engineering Department will have as one of
its goals in 1992 a reassessment of the actual mileage of roadway within our system.

Mr. Jankowski also presented, on a colored map, the proposed streets to be incorporated into the
1992 program. The 1992 program consists of 2.3 miles of MSA streets and 13.4 miles of local
streets. This represents a total of 15.7 miles which is very close to the annual goal. In contrast,
last year's program addressed only 7.2 miles of streets. The 1992 program consists of
maintenance on streets which last received treatment in 1985 and three segments of MSA road
which last received treatment in 1985 and 1987.

Mr. Jankowski reviewed anticipated 1992 project costs. It is anticipated that a crack-sealing
contract in the amount of $31,000 and a sealcoating contract in the amount $109,100 will constitute
the major construction costs of the program. In addition, $14,000 or 10% of the construction cost
was added to cover inspection and administrative costs.

Road and Bridge Committee / December 10, 1991
Page 1 of 3
