Mr. Peterson indicated that his recollection was that past programs charged a greater amount for <br />administration and inspection. He suggested that we increase those costs to be consistent with <br />previous years. It was also noted that the City's Public Works Department also contributes efforts <br />to the Annual Street Program in the form of patching and repairing streets and sweeping prior to <br />the sealcoating operation. It was felt those costs should also be included as a portion of total <br />project cost, subject to special assessments. The financing for the street program will come from a <br />combination of four sources including the following: $34,400 MSA Maintenance Fund; $18,300 <br />Escrow Funds; $50,700 Special Assessments; $50,700 City Contribution. The above amount will <br />be refined as more precise street width and lengths are identified, unit costs are reviewed and <br />administrative expenses re-evaluated. The above revisions will be identified within the feasibility <br />report. <br /> <br />Mr. Jankowski next referred to the project schedule which anticipates performing the sealcoating <br />by the end of June. It is considered best to have sealcoating work performed early in the summer <br />since this allows the entire length of the summer for the bituminous to work its way into the <br />pavement and allow the aggregate to seat itself. In order to achieve this late June sealcoating, a <br />public hearing will need to be held at the City Council meeting of February 18, 1992. Ideally, it is <br />best to hold public hearings when streets can be seen. However, delaying the hearing until mid- <br />April would delay construction until late August which would be near the end of the sealcoating <br />season. <br /> <br />Committee members discussed the goal of reducing the remaining 10 miles of gravel and dirts <br />streets. Mr. Jankowski indicated that he had done an assessment based upon the monthly Public <br />Works reports prepared by Public Works Supervisor Merle Mevissen. This analysis showed that <br />pavement maintenance averaged 11 hours per mile while gravel road maintenance averaged 22 <br />hours per mile. The additional time being spent on gravel streets at the current rates for grader <br />work would amount to approximately $6,500 per year. Mr. Jankowski noted that the Council may <br />want to consider special assessing this cost. There are well over 100 individual parcels serviced by <br />gravel road and the annual assessment would be relatively small for the amount of administrative <br />effort that would be required to recover the assessment. Mr. Peterson suggested that dissemination <br />of information as to the procedure for citizens having the roads paved might be more effective. <br />That was the primary method that was used to make the considerable progress in this area that has <br />been achieved in recent years. Specifically, Chairman Peterson suggested an article in the Ramsey <br />Resident. Mayor Gilbertson indicated that meeting with key members in individual neighborhoods <br />to promote paving might also be worthwhile. The consensus of the Committee was to maintain the <br />status quo, at least at this point. <br /> <br />It was the consensus of the Committee that the street program outlined be advanced to the City <br />Council with a recommendation that a feasibility study be ordered to initiate the 1992 Street <br />Program. <br /> <br />Case #2: Consideration for Improvement to Magnesium Street South of Wood <br /> Pond Projects. <br /> <br />This proposed project would raise the roadway of an approximate 750 foot section of Magnesium <br />Street south of the Wood Pond Projects by approximately two feet above its existing elevation and <br />would add sewer, water and other street improvements of a similar nature to those which would be <br />constructed in the Wood Pond Projects. <br /> <br />Road and Bridge Committee / December 10, 1991 <br /> Page 2 of 3 <br /> <br /> <br />
