The reasons for considering this project are several-fold. First, the extension of the watermain to <br />County Road 116 would complete a looping of the watermain serving the Wood Pond Projects. <br />Secondly, the roadway along Magnesium Street is very close to the elevation of the pond and is <br />succeptable to periodic flooding. Third, the proximity of the road base to the ground water <br />elevation will likely cause this segment of roadway to require higher than normal maintenance. <br />Finally, improvement to the project at this time should be less costly since it can be performed in <br />conjunction with the larger Wood Ponds project. Administrative costs at a later date can be <br />expected to be considerably higher. <br /> <br />Mr. Jankowski's analysis shows that the construction cost for watermain, sanitary sewer, roadway <br />and restoration would be $55,500. If the project were performed at this time with minimal <br />administrative costs, each of the four benefitting properties would be need to be assessed $18,569 <br />which would include all hook-up fees. If this project were done at a later time with a similar <br />construction cost, a higher administrative cost would increase the per lot cost to $22,094. Mr. <br />Jankowski suggested that as an incentive to the property owners, the City might consider <br />absorbing some of the costs of the project. Specifically, Mr. Jankowski suggested that <br />approximately $28,000 of the construction cost be attributed to the need for watermain looping and <br />be borne by the water trunk fund. This would reduce per lot assessment to approximately <br />$11,055.
