Co5e 2, <br />CONSIDER A RESOLUTION ELIMINATING TWO POSITIONS <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />A primary responsibility of Building Inspectors is to inspect new residential construction; <br />however, an analysis of building permit data from 2003 -2008 shows that the number of <br />single and multi - family housing permits steadily declined between 2005 and 2008. In <br />2006 and 2008 Building Inspectors filled available hours by conducting inspections <br />resulting from storm damage. In 2008, Building Inspectors also took on fire pre - planning <br />activities, code enforcement and processing zoning permits to fill available hours. <br />When comparing available personnel hours and actual hours needed to manage the <br />workload of a normal year (for example, 2007 because there was no storm damage <br />activity) there is an excess of approximately 3,400 hours. This figure represents just <br />under two full -time employees. <br />After an extensive analysis of available work and the 2009 budget, it has been determined <br />that it is in the best interest of the City of Ramsey to eliminate two Building Inspector <br />positions. Attached is the analysis prepared by the Community Development Director <br />that illustrates the basis for this recommendation. <br />Staff recommends laying off the two least senior Building Inspectors per the AFSCME <br />labor agreement, Scott Jensen and Steve Burnham, due to lack of work. Reducing <br />staffing levels by two employees adds $118,000 back into the budget and does so without <br />impacting service levels. If the recommended action is approved by the City Council, a <br />two week notice will be given to Mr. Jensen and Mr. Burnham and severance benefits <br />will be paid per the labor agreement and/or Personnel Policy. <br />Funding Source <br />Applicable severance payments will be paid from the Community Development <br />Department's Liability Fund and any unemployment benefits will be paid from the <br />Insurance Fund. <br />Committee Action <br />Make a motion to eliminate two Building Inspector positions and to layoff Scott Jensen <br />and Steve Burnham, effective March 25, 2009. <br />Rev M iy : <br />City Administrator <br />Attachment: Workload Analysis <br />CC: 3 -10 -09 <br />—219— <br />
