Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION 9 <br />A RESOLUTION ELIMINATING TWO POSITIONS <br />WHEREAS, the City of Ramsey has conducted a workload analysis in the <br />Building Inspections Division and determined that there is an excess of available <br />personnel hours given the workload;. and <br />WHEREAS, the City is exploring cost - saving and revenue - generating measures <br />to address a $400,000 state aid reduction for 2009; and <br />WHEREAS, staff has recommended that two Building inspector positions be <br />eliminated due to lack of work which adds $118,000 back into the budget and does so <br />without impacting service levels; and <br />WHEREAS; Section 16.1 of the AFSCME labor agreement states the following: <br />EMPLOYEES shall be laid off on the basis of job classification seniority <br />only when the job relevant qualification factors between EMPLOYEES <br />are equal. After at least two (2) weeks notice to the EMPLOYEE, the <br />EMPLOYER may lay off any EMPLOYEE when such action is necessary <br />because of shortage of work or funds, the abolition of a position, or <br />changes in the organization. No regular or probationary EMPLOYEE <br />shall be laid off while there is a temporary EMPLOYEE serving in the <br />same class of position for which the regular or probationary employee is <br />qualified, eligible, and available. <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />That the City Council of the City of Ramsey eliminates two Building Inspector <br />positions and will lay off Mr. Scott Jensen and Mr. Steve Burnham effective <br />March 25, 2009. All applicable severance benefits will be paid per the labor <br />agreement and/or Personnel Policy. <br />The motion for the adoption of the foregoing resolution was duly seconded by <br />Councilmember, and upon vote being taken thereon, the following voted in favor <br />thereof: <br />and the following voted against the same: <br />and the following abstained: <br />
