assessed for the improvement of Waco Street when it was paved in 1.993. Two of these <br />eleven properties have their address and main frontage on 179`" Lane, The property at <br />4925 has its driveway located onto 179"' Lane and 4947 has it driveway onto Ute Ste <br />very near the intersection with 179 Lane, <br />PROPOSED IMPROVEMENTS <br />It is proposed that a 24 foot wide bituminous pavement be constructed and located <br />relative to the common property line as illustrated in Figure 2. This section has been <br />determined to be the minimum necessary for providing emergency response for public <br />safety equipment. This section will also require that parking be prohibited on both sides <br />of the street. In addition a 10 foot drainage and utility easement will be obtained adjacent <br />to the ri6 of way for the purpose of accommodating show storage and the installation <br />and possible repair of the storm sewer, The pavement will consist of four inches of G.ltiss <br />5 granular base, two inches of bituminous base course, and 1.5 inches of bituminous wear <br />course. <br />The basic project proposes that street will be constructed with 4 inch bituminous curbs <br />since the installation of a roadside ditch system would require disturbing a minimum of <br />14 additional feet beyond the edge of the pavement to accommodate a roadside drainage <br />ditch. An alternate concrete curb and gutter would provide a more durable curb having a <br />substantially longer service life and improved appearance. The concrete; curb will require <br />a higher initial cost, Care will be taken to match the finished grade of the paved roadway <br />as closely as possible to the existing grades to minimize the Width of the construction <br />disturbance. <br />The existing dead end turn around will be expanded to a bulb having a diameter of 60 <br />feet. While this dimension is less than the current 100 foot diameter required on new <br />development, it has been used successfully in instances where minimal areas for <br />turnarounds are available. Additional right of way will need to be acquired to facilitate <br />this bulb including an adjacent 10 foot drainage and utility easement. <br />Drainage will be provided through a system of storm water catch basins and storm sewer <br />pipes as illustrated in Figure 3, Since the low points on Me Street are at the north and <br />south ends of the project area, a15 inch storm sewer will be installed the length or the <br />street and will transport runoff to a point near the common lot line of 18015 and 18001. <br />Three inlets from existing low areas on the south end of the project will be installed to <br />accept drainage from yards that are currently experiencing standing water conditions after <br />rain or snow rnelt events. Water quality standards require that collected storm water be <br />treated to remove pollutants prior to being discharged into a public water body, Since <br />Roger Fake is a natural environment lake, a water treatment manhole will be installed at <br />this location and them discharge into the lake. A drainage and utility easement will need <br />to be acquired to facilitate the installation and maintenance of this discharge pipe into the <br />lake. <br />_3_ —275— <br />
