Case #3: Funding for Civil Defense Sirens Maintenance <br /> <br />Mrs. Helling stated that City Council had approved the expenditure of funds for maintenance <br />service on the Civil Defense sirens and asked her to "find the funding". The amount needed is <br />$4,396.00. She stated there is an annual savings of $3,200 due to the cancellation of phone lines <br />previously dedicated to modems or other communication forms and in the final steps of balancing <br />the budget $2,686 was added to the expenditure reserve for contingency. The $1,196 additional <br />required for siren maintenance could be allocated fi.om this account. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Peterson to recommend that <br />the Finance Officer prepare a budget amendment regarding the siren maintenance and at the next <br />budget hearing, Chief Auspos will have quotes and will have checked on possible in-house <br />maintenance for the 1992 budget. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Peterson and Beyer. Voting No: None. <br /> <br />Case #4: City Membership and Dues <br /> <br />Mrs. Helling stated that the City is obligated to Northern Metro Mayor's Association and the <br />Northern Metro Development Association. Originally, if the City was a member of one <br />association, they also had to be a member of the other. Now, the City may belong to either one. <br /> <br />Discussion ensued regarding what the City benefitted by belonging to these associations. <br /> <br />Councilmember Hardin stated the associations should be put on notice right now that the City may <br />not be renewing with them for the next year. They should be given the idea that the City will see <br />what the benefits are this year and if there are none, the City will not renew. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to recommend that City <br />Council approve payment in the amount of $4,507.00 to the North Metro Development Association <br />and $2,553.00 to the North Metro Mayors Associations for 1991 dues as required by joint powers <br />agreements signed in 1988 and 1989 respectively, and also that City Council direct the Acting City <br />Administrator to notify the North Metro Development Association and the North Metro Mayors <br />Association that the City of Ramsey may withdraw from these agreements effective January l, <br />1992 and is therefore giving notice as required by these agreements. <br /> <br />Motion carried. Voting Yes: Councilmembers Hardin, Beyer and Peterson. Voting No: None. <br /> <br />Case #5: MAMA Labor Relations Subscriber Service <br /> <br />Mrs. Helling stated she is not sure of the real value of this organization since the City receives <br />some of the same services they offer from other organizations. She stated staff is not <br />recommending this service but to budget some funding for the Personnel Coordinator and the City <br />Administrator to be able to have a contact person. She feels it is in the City's best interest to have <br />the contracts reviewed by a person who specializes in that field. There is $5,000.00 budgeted for <br />labor negotiations for 1991 that the City didn't use. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to recommend that <br />Council not subscribe to the the MAMA Labor Relations Subscriber Service at an annual rate of <br />$2,600, but instead authorize the City Administrator and/or Personnel Coordinator to retain the <br />services of a labor relations/human resources specialist on an as needed basis with a budget not to <br />exceed $1,000 for calendar year 1991, The 1991 adopted budget included $5,000 for labor <br />negotiation services, and the $1,000 referred to above is to be allocated from this budget. <br /> <br />Budget Committee/March 22, 1991 <br /> Page 2 of 4 <br /> <br /> <br />
