Voting No: None. <br /> <br />Case #6: Street Lighting Funding Plan <br /> <br />Mrs. Helling stated her and City Engineer Jankowski need to spend more time on this case before <br />it is presented for discussion. <br /> <br />Case WT: 1991 Sealcoating Projects <br /> <br />Mrs. Helling stated that the scheduled sealcoating projects total $141,000. The City's portion of <br />that amount is $37,000, $41,000 - MSA, $27,000 from the developer's escrow account and <br />$36,000 from special assessments. She stated the City has the cash available. <br /> <br />Councilmember Peterson stated that during a discussion at the Road and Bridge Committee <br />meeting, it was decided to short-term fund the projects from the landfill and levy limit. He stated <br />the amount would be assessed in 1991 and collected in 1992. The thought was that the City could <br />recoup the money by having an additional tax levy. <br /> <br />Mrs. Helling stated the City must sell a bond to cover the payments. She also explained that last <br />year the policy changed to where the City absorbs 50% of the cost of these maintenance projects. <br />Prior to that, the City didn't have to pay anything. <br /> <br />Mr. Jankowski stated that a line item in the amount of $60,000 should be added to the budget <br />every year so the streets can be maintained on a regular basis. <br /> <br />Mrs. Helling stated a funding plan for the street lighting and the sealcoating will be worked out. <br /> <br />Case #8: Rates and Fees Schedules <br /> <br />Mrs. Helling stated the intent is to survey other cities to find out how the City of Ramsey compares <br />with them with regard to rates and fees schedules. She stated vacation of an easement fund was <br />added and that other cities will be contacted regarding this charge also. <br /> <br />COMMITTEE INPUT <br /> <br />A) Insurance Agent of Record <br /> <br />A general discussion took place regarding the City's Insurance Agent of Record. It was suggested <br />that this item be reviewed and discuss what level of service the City is looking for. <br /> <br />B) Copy of Budget <br /> <br />Mrs. Helling gave everyone a copy of a memo based on the forecast for 1991. The budget <br />shortfall is slightly more than $70,000. She stated the positions not filled but funded for equal <br />$101,433.00. She added that she is not suggesting that's where the cuts should be; however, it is <br />a possibility. She is suggesting that the Budget Committee request each Department Head and <br />Supervisor suggest the cuts available in their department. <br /> <br />C) Status of Finance Office <br /> <br />Mrs. Helling announced that the Finance Office had rolled over from 1990 to 1991 and that the <br />office should be up to date for 1991 in two weeks. <br /> <br />Budget Committee/March 22, 1991 <br /> Page 3 of 4 <br /> <br /> <br />
