Voting No: None. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Hardin to direct staff to present <br />recommendations for the City's Rates and Charges at the next Budget Committee Workshop. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson, Beyer and Hardin. Voting No: None. <br /> <br />Case #2: Agent of Record Bids <br /> <br />Mrs. Helling explained that on December 14, 1991, the current Insurance Service Agreement with <br />Agent of Record Michael Hadtrath and the City of Ramsey will expire. The upcoming term of <br />service would begin December 15, 1991 and remain in effect for a period of three years unless it is <br />terminated prior to December 14, 1994 by either party giving the other ninety days prior written <br />notice of termination. <br /> <br />The services requested of the Agent of Record by the City were discussed as was the <br />Advertisement for Bids form. <br /> <br />Motion by Councilmember Hardin and seconded by Councilmember Beyer to authorize City Staff <br />to acquire bids for insurance coverage for the City and to try to obtain at least three bids. <br /> <br />Motion carried. Voting Yes: Councilmembers Peterson Hardin and Beyer. Voting No: None. <br /> <br />Case #4: 1992 Capital Improvements Program (CIP) <br /> <br />Mark Boos, Parks/Utilities Coordinator, was present to discuss the budget requests for capital <br />improvements for 1992. The budget is based on public input and the five-year CIP. The CIP is <br />extended one additional year. Mr. Boos stated that in-house labor would be used for as many of <br />the projects as possible and added that in-house labor is superior to contracted labor. Mr. Boos <br />expressed the importance of a survey so residents would have a say in the park improvements. <br /> <br />Discussion ensued regarding the improvements requested for Central Park which included: <br />Basketball/tennis courts, including hopscotch and four square, pave south parking lots and curb, <br />bleachers for two new softball fields (also to be used as needed at Traprock Commons), players <br />benches for the two new softball fields, bleacher for new baseball field, one at 10 row x 21'; seats <br />140 and a six place swing, including timbers. The River's Bend Park improvement request was <br />for tennis court lighting or irrigate softball/soccer play field. On-demand lighting was discussed <br />for the tennis courts. Mr. Boos also presented a plan for blacktopping the entire surface of the <br />hockey area to be used as a basketball court before hockey season begins. <br /> <br />Councilmember Beyer inquired of Mr. Boos if he had ever requested funds from organizations for <br />park improvements to which Mr. Boos stated he had not. <br /> <br />Mrs. Helling stated that there have been inquiries as to the reason that Central Park and River's <br />Bend Park's are the ones to always receive the money for improvements. <br /> <br />Mr. Boos explained that Central Park is the most widely used park by the Ramsey Youth Athletic <br />Association. When the older children are playing the sports, it is nice to have a playground for the <br />younger siblings. He stated it seems that when playground equipment is installed in <br />neighborhood parks, it get used a lot in the beginning and soon the interest is gone. The <br />improvements have to be installed where they benefit the majority of the residents.
