<br />"will" and replacing it with "may" (the City Council may consult with board and commission <br />chairs. . .") and added he felt it was good policy to consult with the chairs and vice chairs, but did <br />not feel the policy should make this mandatory. <br /> <br />Motion by Councilmember Dehen, seconded by Mayor Ramsey, to approve the resolution <br />Amending the Policy for Appointing Board and Commission Members, as further amended. <br /> <br />Further Discussion: Councilmember Elvig expressed concern regarding the proposed <br />amendment by Councilmember Dehen, stating that the people who serve on boards and <br />commissions are extremely passionate about their work and put a lot of time and effort into the <br />boards and commissions and they are extremely important to the process. He felt it was <br />important to obtain input from the chairs and vice chairs and felt it was good policy to bind the <br />Council to listen to them. Mayor Ramsey disagreed and stated he did not see anything wrong <br />with amending the language. Councilmember Jeffrey concurred with Councilmember Elvig and <br />stated that the chairs and vice chairs of the boards and commissions makes the Council's job a <br />lot easier. He stated the Council should hold itself to a standard to make sure it includes input <br />from the chairs and vice chairs, and added it is inappropriate not to consult with these board <br />members and the Council needs to respect the work that these boards and commissions perform <br />on behalf of the City. Councilmember Look stated the last direction the Council gave concerning <br />this matter was that the Council was going to meet with the chairs and vice chairs while it <br />interviews candidates. He stated he was not sure the policy should state this since the Council is <br />already doing this. Councilmember Dehen stated he did not consider it an insult and felt it was <br />good policy to consult with the chairs and vice chairs. He stated the language that he proposed is <br />not meant to insult anybody, and felt it gives the Council the latitude it needs on whether to <br />consult or not. City Attorney Goodrich stated this is a Policy and not a directive. <br /> <br />Councilmember Elvig called the question. <br /> <br />Councilmember Jeffrey seconded Councilmember Elvig's call for the question. <br /> <br />Motion failed. Voting Yes: Mayor Ramsey, Councilmembers Elvig, and Look. Voting No: <br />Councilmembers Dehen, Jeffrey, and McGlone. Abstain: Councilmember Wise. Absent: None. <br /> <br />Councilmember Look stated the Council is consulting with board chairs and vice chairs and the <br />consensus was that the Council was going to go through the interview process with the chairs <br />and vice chairs as appropriate. <br /> <br />Councilmember Jeffrey stated if a chair is being considered for reappointment, the Council <br />would consult with the vice chair, not the individual being considered for reappointment. <br /> <br />City Administrator Ulrich suggested amending Section 3) regarding Selection to state that the <br />City Council will consult with board and commission chairs and vice chairs regarding the <br />selection of applicants for appointment as it deems appropriate. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Wise, to approve the amendment <br />to the first paragraph of Section 3) of the Policy for Appointing Members of City Boards and <br /> <br />City Council / January 27, 2009 <br />Page 16 of20 <br />
