Councilmember Dehen stated the trail goes along Sunfish Lake Road for a time, from the picnic
area on south up to the trail connecting it on the north. He stated it seems the trail follows more
along the road than in the park and asked if there is a reason for this.

Parks Supervisor Riverblood stated the trail also serves as a transportational element and noted
that just north of the area, the slopes are quite steep and there would be significant white oak tree
loss if the trail were constructed in this location; this route minimizes tree loss. He added the
wetland area was another consideration preventing trail placement in this area.

Councilmember McGlone stated that residents have indicated they wanted a safe walkway along
Sunfish Lake Boulevard and asked why the trail does not run all the way along Sunfish Lake
Boulevard.

Parks Supervisor Riverblood stated the north/south route still remains fairly direct and you
would not want to have parallel paths; this trail gets people in the park and away from the noise
of the traffic, etc.

Councilmember Jeffrey stated this design represents a small detour and he could envision people
walking up and down Sunfish Lake all the time. He stated the City has a lot of trails that connect
other trails in the community that take a scenic route and he was not opposed to this.

Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to authorize staff to
advertise for bids for the proposed development of Sunfish Lake Park.

Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look,
McGlone, and Wise. Voting No: None. Absent: None.

Case #12:

City of Nowthen Request for Part-Time Police Service

City Administrator Ulrich stated the City has received a request from the City of Nowthen to
provide a quote to provide part time police service to them. He suggested forming a committee
to prepare a quote, and suggested having two Councilmembers serve on this committee, along
with the County Attorney, the Fire Chief, the Police Chief and Lieutenant; there would also be
two Councilmembers from Nowthen on the committee. He indicated one of the goals of this
process would be to have an understanding of the cost and also that Ramsey gets close to 100%
cost recovery. He recommended that staff prepare a quote with the Council's blessing, and
asked the Council to consider a motion to appoint a seven-member committee to serve.

Councilmember Jeffrey stated he would be willing to serve on the committee.

Motion by Councilmember Elvig, seconded by Mayor Ramsey, authorizing staff to prepare a
quote to provide part time police service to the City ofNowthen.

Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look,
McGlone, and Wise. Voting No: None. Absent: None.

City Council / January 27, 2009
