Absent: Commissioners Cleveland and Van Scoy. <br /> <br />Case #3: <br /> <br />Consider 2009 Planning Commission Work Plan <br /> <br />Associate Planner Gladhill presented a proposed list of Planning Commission goals and <br />objectives to be considered in 2009 and stated the work plan is comprised of three major <br />objectives: Comprehensive Plan, Public Participation, and Zoning. He noted several Zoning <br />Code amendments will be brought to the Planning Commission, including a new Section 9.17 <br />with respect to wind turbines. <br /> <br />Chairperson Nixt noted the work plan states that the following projects shall be completed in <br />2009 and stated use of the word shall means "has a duty to." He stated the work of the Planning <br />Commission is impacted by third parties and the term should be softened. <br /> <br />Associate Planner Gladhill suggested revising the phrase to read "the following projects shall be <br />considered in 2009." <br /> <br />Commissioner Levine noted the first bullet under Public Participation states "design public <br />participation plan for development and policy review" and stated he did not think the Planning <br />Commission would design a public participation plan, per se. <br /> <br />Associate Planner Gladhill stated as part of the discussions regarding the Comprehensive Plan, <br />staff heard loud and clear that the development review process should be enhanced. <br /> <br />Chairperson Nixt stated it will be important to continue to identify and seek ways to enhance <br />public participation and one of the goals will be to obtain participation on a timely basis with <br />increased participation before an application is submitted because that is when it is most <br />meaningful. He stated he would not carve out and separately identify the Rural Preserve and <br />Central Rural Reserve Zoning Designations because until the City knows the outcome of the <br />Comprehensive Plan approval, this would not be something the City would benefit from by <br />identifying this specifically. <br /> <br />Associate Planner Gladhill concurred and added the intent was to implement the Comprehensive <br />Plan update, which is anticipated to happen in 2009. <br /> <br />Chairperson Nixt stated that anything that goes to a significant change in land use designation <br />would be more of a priority. <br /> <br />Associate Planner Gladhill stated another purpose of the work plan is to give the Council an <br />opportunity to see what the Planning Commission is discussing. <br /> <br />Chairperson Nixt asked staff for input on what they feel is important and to provide a brief <br />explanation of why it is important. He stated it would be helpful to have a list of projects and <br />their associated significance in order to allow the Planning Commission to prioritize its work. <br /> <br />Planning Commission/February 5, 2009 <br />Page 7 of 10 <br />
