Discussion ensued regarding making a decision now or later with reference to the Economic
Development Company. The consensus was to wait to see what would happen with the EDA, then
notify the Company members and roll any remaining funds from the EDC into the EDA.

Mr. Greenberg stated that the Transportation Subcommittee met and discussed the McKinley Street
project.

Mr. Gromberg informed the Commission that the agreements had been mailed to the affected
parties for the right-of-way acquisition but he hasn't received any back yet. He stated that the
project is scheduled to begin this construction season. Upon request, Mr. Gromberg stated he
would keep the Commission well informed about the project and where it's at. A suggestion was
made that maybe the Transportation Subcommittee members should accompany City Engineer
Jankowski when he meets with the representatives of the City of Anoka.

The Commission discussed the location of the extension and the probability of City sewer and
water. Mr. Gromberg stated the City has received a petition for sewer and water from Danny's
Tranny and also received indication from the owners of the Hunt property that they would like to
know the cost to extend these services. Mr. Gromberg stated that the master plan is to extend City
sewer and water up to approximately Basalt Street N.W. He added that the Hunt property could
be subdivided then and a road put in at the time of sewer and water installation.

Commissioner Greenberg stated that Waste Management of Minnesota, Inc. (WMMI) is working
on a storm sewer and in discussing this with Peter Raatikka, Hakanson Anderson Associates, Inc.,
he is of the understanding that WMMI will pay for storm sewer under the railroad tracks.

Mr. Gromberg answered that this has been approved by the City and that the City is requesting 36"
pipe. Waste Management will be pumping continuously so the larger pipe would better suit their
needs. He stated that the basically approved area extends to a point underneath the south side of
the railroad tracks.

Commissioner Greenberg stated with regard to the Mississippi River Crossing, that Gary Reimann
is doing the follow-up on that project and he'll have a report soon.

With regard to some areas not wanting sewer and water, Mr. Gromberg stated the utilities can by
pass those particular areas.

Commissioner Fults stated that anyone intending to build in that area now would want City sewer
and water; however, the people already there would be hard hit by the cost of the extension.

Commissioner Greenberg commented that if the areas are developed now with wells and septic
systems and then switch over to City sewer and water in 10 years, it doesn't make economic
sense. He added that the area that would not want City sewer and water would be the heavy
industrial area with outside storage; although they many want City water due to the possibility of
contamination of water from the landfill. He also added that Site "P" would affect the future in the
area between Sunfish Lake Boulevard N.W. and Ramsey Boulevard N.W.

Discussion ensued regarding where the water and sewer lines would be extended. Mr. Gromberg
stated that with regard to the property of Faye Addition that would be included for City sewer and
water, a portion of the addition is in Phase I of the MUSA and the remainder is in Phase II. This
would bring the water and sewer service to the edge of the Anoka County park property south of
Highway #10. The developers of Faye Addition are currently discussing a land swap with Anoka
County with regard to park property.

Economic Development Commission/March 13, 1991
Page 3 of 5
