Chairman Wagner stated the EDC should come up with some general ideas as to the type of <br />development they would like to see in the subject area. <br /> <br />Mr. Gromberg stated that the EDC should be looking at all the different options, come up with a <br />"ball park" idea, and if the EDA becomes a reality, they can make a lot of things happen. A lot of <br />different options have been discussed for developing and dividing; but the EDC should develop a <br />master plan for the future development extension of City services in currently vacant areas of the <br />City. <br /> <br />Commissioner Fults inquired if the City runs sewer and water past a property, and the property is <br />not assessed, would the Metropolitan Council say that property owner has to be assessed. <br /> <br />Mr. Gromberg stated that the ordinance says if any barrier prevents the property owner from <br />hooking up to City sewer and water, then they don't have to hook up. Met Council is in agreement <br />with that; however, Met Council will not let the City extend through the developed areas without <br />requiring hook up for those who have it available to them. The City can determine the barrier. <br />Upon inquiry, Mr. Gromberg answered that he thought 120 acres would be a barrier because of <br />the extensive cost. <br /> <br />Mr. Gromberg suggested that the Transportation Subcommittee propose a plan for development of <br />the area in question and present it to the EDC at a future meeting. <br /> <br />Chairman Wagner suggested meeting with City Engineer Jankowski to review the feasibility of the <br />options presented by the Transportation Subcommittee. <br /> <br />Commissioner Greenberg asked if it was the consensus of the Commission that McKinley Street <br />should be extended from Sunfish Lake Boulevard N.W. to Ramsey Boulevard N.W. <br /> <br />Chairman Wagner replied that he could see merit in the street going through; however, he would <br />like to have more information available. <br /> <br />Commissioner Fults agreed that a recommendation should not be made until more information is <br />obtained. He stated that the EDC should draw up a sketch, get aerial photos, draw the proposed <br />road and project the development. <br /> <br />Case #3: Joint Meeting with the Planning and Zoning Commission Regarding <br /> the Light Industrial District and Sign Ordinance <br /> <br />Mr. Gromberg stated that he had included the changes proposed for the Light Industrial District <br />and the Sign Ordinance in this agenda. He stated this item is for informational purposes only and <br />that the Commission should keep this copy for the March 28, 1991 joint workshop with the <br />Planning and Zoning Commission. <br /> <br />Case #4: Sign Ordinance Review <br /> <br />Mr. Gromberg asked the Commission to review the sign ordinance prior to the joint workshop <br />with the Planning and Zoning Commission. He added that if any member of the Commission <br />would not be able to attend the workshop and they had ideas for changes, they should contact him <br />prior to the workshop and he would submit those changes for that agenda. <br /> <br />Economic Development Commission/March 13, 1991 <br /> Page 4 of 5 <br /> <br /> <br />
