Chief Griffin felt that the Department would eventually get into the rescue/medical part; however, if <br />the feeling was that City Council would never respond to this issue, he doesntt want to spend the <br />time and money on training for it. <br /> <br />Boardmember Sharp asked why the Department couldn't offer these services to the citizens. <br /> <br />Councilmember Cich stated that budgeting is a problem as there would have to be someone in the <br />Fire Barn 24 hours a day and they would also have to have a separate vehicle. <br /> <br />Chief Griffin stated the vehicle needed for rescue is already owned by the Department. <br /> <br />Steve Morrison, Assistant Fire Chief, stated that East Bethel, Andover and St. Francis Fire <br />Departments run a full medical service and they are not staffed full-time. He added that the <br />Ramsey Fire Department would just cover accidents. <br /> <br />Chairman Peterson stated he is not opposed, but he feels the main purpose is to be a Fire <br />Department. <br /> <br />Councilmember Cich stated he is opposed to the Department taking on additional responsibilities at <br />this time. <br /> <br />Chief Griffin stated he would get more information regarding this issue from other departments <br />and present it to the Fire Board at another meeting. <br /> <br />Case #10: Budget Expenditures <br /> <br />Chief Griffin stated he is concerned with regard to what he needs to purchase, what has been <br />approved and what is still left of the $500,000 start-up fee. <br /> <br />The consensus of the Board was that Chief Griffin should prepare a list of the essential items for <br />the Fire Department and present them at the Budget meeting scheduled for May 28, 1991. <br /> <br />Case #11: Purchases for Safety-Related Expenditures <br /> <br />Captain Steve Wilson, in charge of training, was present and addressed the following safety items <br />he felt are desperately needed: <br /> <br />1) <br /> <br />Different colored helmets - this would help the Fire Fighters identify who is in charge by <br />the color of the helmets. <br /> <br />2) <br /> <br />Radios - each officer should have a radio as it is the "eyes" for what's going on inside a <br />burning house. <br /> <br />3) <br /> <br />Velcro name tags on jackets - the velcro name tag would be given to the Officer at the door <br />of the burning structure and that way he would know who is inside - also reflective names <br />on the jacket and helmet would assist in communication inside a burning structure. <br /> <br />4) <br /> <br />Air chisel - he explained this is used to cut roofs off of cars and go through the windshield. <br />The Department has acquired it for 1/3 the cost, but it has not been paid for as yet. <br /> <br />Mrs. Helling expressed concern with the bill for the air chisel not being paid yet and stressed the <br />importance of following the purchase policy to assure that bills get paid on time. <br /> <br />Fire Board/May 15, 1991 <br /> Page 4 of 6 <br /> <br /> <br />
