Councilmember Jeffrey stated that there is something called exception reporting for time
reporting. He stated that this assumes that everyone is at 80 hours unless there is something
turned in that said they took a day of vacation or four hours of sick. time. He stated that this is
fairly common in the workplace.

Mayor Ramsey stated that he wonders if employees are productive for their entire 80 hours. He
stated that he feels this is something that needs discussion sooner rather than later and suggested
that this be discussed by the Personnel Committee in greater detail.

Councilmember McGlone stated that he feels this is directly related to budget issues.

Mayor Ramsey stated that he thinks it may be a good thing to look at accommodating the Oak
Grove payroll situation with our existing staff.

Councilmember Wise stated that he feels Ramsey has some advantages that these types of
companies, like Paychex, won't have.

Mayor Ramsey stated that he thinks the City can accommodate what Councilmember McGlone
wants to accomplish and still keep it in house.

Finance Officer Lund stated that LOGIS offers the capability of handling time clocks, with our
current software.

Councilmember McGlone stated that he also did research on construction related jobs and
showed an example of something that can hang in pick up trucks that tracks when employers are
at a job site. He reiterated that he thinks the City needs to track hourly employees better than it
does.

Mayor Ramsey asked if there was a consensus to submit the proposal to Oak Grove for payroll
services.

Councilmember McGlone stated that he is opposed.

There was a consensus of all other Councilmembers to proceed with submitting a proposal to the
City of Oak Grove to cover their payroll services.

City Administrator Ulrich asked how the Council wants to address the 2010 anticipated budget
shortfall.

Mayor Ramsey stated that the Council is looking for recommendations from him on possible
. cuts, but to leave pblice, fire and plowing alone. He stated that, in his opinion, the City needs to
look at deeper cuts and things like mowing the parks may not happen as often as it does now, so
our parks may not look as nice for a while.

City Council Work Session / February 3, 2009
Page 10 of 15
