<br />Councilmember Jeffrey asked if during the planning session whether there will be something on <br />prioritization. He stated that he thinks that is a key point, to have a list so it can help us shape <br />what needs to happen, because without them it is just shooting in the dark. <br /> <br />Councilmember Dehen stated that he is not in favor of isolating police, fire and plowing out of <br />there. He stated that, at some point, the City needs to think about how much protection is needed <br />against Osama Bin Laden in our libraries. He stated that he isn't prepared to say that police, fire <br />and plowing are off the table. <br /> <br />~ <br />Mayor Ramsey stated that, as a rule, police and fire are at the top of the priority list, so the <br />Council better have looked at cutting the bottom things first. He stated that he didn't mean to <br />imply that the City would never ever cut police and fire. <br /> <br />Councilmember Elvig stated that the timing of this is important. He stated that for the planning <br />session next week, he wants to know what City Administrator Ulrich can bring to the Council by <br />that time to help us form our values. <br /> <br />City Administrator Ulrich stated that there was a survey of services conducted with the last <br />Council and stated that this could be sent out to the new Council and ask them to rank them in <br />terms of priorities also. <br /> <br />Councilmember Dehen stated that he would like to see the results of the last survey. <br /> <br />Councilmember Elvig stated that he would also like to have financial status behind the survey <br />information. <br /> <br />2) Discussion of RFP for Legal Services <br /> <br />Assistant City Administrator Nelson stated that she attached a draft RFP for legal services for the <br />City. She stated that it includes quite a bit of detail in the services that would be provided. She <br />reviewed the schedule, including final Council approval by June 12,2009. <br /> <br />Councilmember Dehen asked if this RFP provides an opportunity to get a civil lawyer for one <br />portion and a criminal lawyer in another portion. <br /> <br />Assistant City Administrator Nelson stated that it was not designed that way. <br /> <br />Councilmember Dehen stated that he feels this is a good idea because the criminal lawyer is <br />more of an entry-level job, which is basically what is being done now. He would like to see the <br />RFP delineate those different areas of expertise. <br /> <br />Assistant City Administrator Nelson stated that she would like to answer his question again and <br />note that the City is asking for one firm that will assign an attorney to each area, but not for <br />individuals to only bid on the criminal or civil portions. <br /> <br />City Council Work Session / February 3, 2009 <br />Page 11 of 15 <br />
