everyone is afraid of mold. He stated that he thinks this information creates more of a problem
because when someone comes in, the City is now legally obligated to disclose this report when
looking to rent or sell the property. He is not interested in spending a lot of money to alleviate a
mold issue unless there is a significant problem. He stated that the person who did the report has
a financial interest in additional testing, so he isn't sure how much credence he would put in the
report.

Councilmember Jeffrey stated that if there is a mold issue at the building it has been proven to
have an effect on. people in a variety of ways. He stated that if the building is not suitable to
lease, he isn't sure that he wants to spend the money to get it ready for leasing. He stated that he
is glad this was found out now rather than later.

Councilmember Look stated that insurance companies have identified that all buildings have
mold and they won't insure against it anymore. He stated that if the school doesn't want to rent
the building, then so be it, but he doesn't want to put money into the facility.

Councilmember McGlone stated that he has problems with the study because some of the
language that was used, such as, "suspected prior water damage", "poses no immediate hazards",
and "could harbor fungal". He stated that these are just a few of the remarks made and he feels
the "expert" didn't tell us anything. He stated that his other issue is why the City is paying him
$680 for this inspection instead of the school because he thought the school would be handling
that.

Assistant City Administrator Nelson stated that the City split the cost of this, as the potential
landlord, because they wanted to know ifthere was mold in the building.

Councilmember McGlone asked if there have been any complaints or issues with the employees
at the fire station.

Fire Chief Kapler stated that nobody has complained about the building.

Councilmember McGlone asked if this information makes the building unable to be leased and if
so, then perhaps the discussion should turn to demolition.

Councilmember Wise asked if anyone has a standard of what is an acceptable level for mold.

Assistant City Administrator Nelson stated that the way it was explained to her is that there are
no health based criteria for thresholds of mold levels, but here are EP A and Department of
Health standards that require remediation once there is a known problem.

Councilmember Elvig stated that he can appreciate why the school would have wanted to check
this out, but agrees with Councilmember Dehen that there is mold everywhere. He stated that he
wonders if it makes sense to try to get more definitive answers with the money already spent,
because it puts us in a precarious position.

City Council Work Session / February 10,2009
Page 2 of 6
