Councilmember Look read aloud a portion of the report. He stated that the problem the City is
facing is that the school needs this location because they already have mold at their original site,
so they have hypersensitivity to mold. He stated that the reality may be that this may not be the
tenant of choice. He stated that he feels this is a net loss and the City should not pursue it any
further.

Councilmember McGlone stated that his issue is that he isn't sure that he would like to see this
guy give us anything more because he disagrees with the report in the first place.

Mayor Ramsey asked if there was any way for the City to investigate if there are any standards
out there. He stated that he isn't comfortable spending any more money until the City knows if
there are actual health standards.

Councilmember Wise suggested that the report be re-written to clarify if there is a real problem
or just a potential for a problem.

Councilmember Jeffrey stated that an air quality study will show how much is airborne. He
stated that if the City is going to lease this facility, there will need to be an air quality assessment
completed.

Assistant City Administrator Nelson stated that MN Renaissance will not be leasing this space.
She stated that there have been continuing conversations about the possibility of using the former
Police Department space, but that wouldn't accommodate their entire school, which they are
reluctant to do. She stated that there is not a mold problem with that building.

Mayor Ramsey stated that with the school out of the picture, there isn't a sense of urgency with
this issue, which gives us time to research this.

Councilmember Look read aloud the conclusion portion of the report and stated that it is very
inconclusive, but still lost the City a potential tenant. He stated that he feels this report is
absolute crap and feels the City shouldn't put any credence in it.

Councilmember Dehen stated that he is not for getting these types of reports because you don't
know where this guy is coming from or whether he just wants to make more money and do more
work. He stated that he feels it was totally a school issue.

Councilmember Elvig stated that the City knew there was mold in the building, which is one of
the reasons the new City Hall building was built. He stated that he isn't sure why the City is
even trying to lease the building.

Assistant City Administrator Nelson stated that she wanted to clarify that the MN Renaissance
School never asked the City to do anything about this but they did want to know about potential
mold issues.

City Council Work Session / February 10,2009
Page 3 of6
