<br />Motion carried. Voting Yes: Mayor Ramsey and Councilmembers Elvig, Jeffrey, and Dehen. <br />Voting No: Councilmembers Look and Wise. Absent: Councilmember McGlone. <br /> <br />Case #10: <br /> <br />Consider Youth First Use of West Office Space at 6701 Highway 10 NW <br /> <br />Assistant City Administrator Nelson stated that a request was received last week from Youth <br />First to use the west office space. She noted that the space is currently not leased and there are <br />not any other parties interested in leasing the space. She stated that they sent a letter dated <br />February 19,2009 outlining their plans for the space. She stated that they are not charged rent <br />for the space and noted that there could be an amendment to their agreement that if a tenant <br />possibility comes up, the City could give them a 30 day notice to cancel the use of the space. <br /> <br />Mayor Ramsey stated that he has met with them over there and feels they are providing a great <br />service. He stated that this would provide a way to divide the younger kids and the older kids as <br />well as utilize the kitchen in the west space. He stated that it doesn't look like the City will be <br />able to lease this space out in the near future. <br /> <br />Councilmember Dehen asked if they would pay utility costs for the other portion. <br /> <br />Assistant City Administrator Nelson stated that currently the gas bill is divided 60%/40%, so she <br />would follow through with that formula on the other side as well. <br /> <br />Councilmember Dehen stated that he likes the idea of having a 30 day cancellation policy if the <br />City can get some revenue out of that space. <br /> <br />Councilmember Jeffrey stated that he supports allowing them to use this space. He stated that he <br />also agrees that they do a great job in our community and would also support a 30 day <br />cancellation. <br /> <br />Councilmember Elvig stated that Youth First is unique in that it ties the City, County and school <br />together and noted that kids are also bussed into the site. He stated that he sits on the Anoka <br />County Corrections Board and the juvenile levels of incarceration are down 24% in Anoka <br />County since 1997, which is tremendous. He stated that this can be traced to some of these kinds <br />of programs that give kids something to do after school. <br /> <br />Councilmember Look stated that he also supports this, but doesn't want to go into this thinking <br />that a renter will be found within 30 days. He asked if a fee is being paid to market this property. <br /> <br />Assistant City Administrator Nelson stated that the City does pay a fee to Premier Commercial <br />Properties, but she isn't sure how much it is. <br /> <br />Councilmember Look stated that perhaps the City should take a look at the cost to market the <br />property as well as the possible long term option of utilizing the space for the kids. <br /> <br />City Administrator Ulrich stated that property management is scheduled for an upcoming Work <br />Session item in March and this property could be discussed at that meeting. <br /> <br />City Council / February 24, 2009 <br />Page 16 of 19 <br />
