<br />Councilmember Wise stated that he likes what Youth First does, but as a Councilmember who is <br />supposed to be looking out for the financial health of the City, it looks like the City may be being <br />overly generous. He is not entirely opposed to this, but to pay insurance, plowing, and utilities, <br />may be "stupid" nice. <br /> <br />Mayor Ramsey stated that the City doesn't take care of all of that, for example, one of the <br />neighbors plows it for them and he thinks the Lions help them pay for utilities. <br /> <br />Assistant City Administrator Nelson stated that the City does insure the building and rent is <br />collected on the bank side, and confirmed that the City is not plowing down there. She noted <br />that some of the expenses on that side are offset by some of the revenues collected in the other <br />space. <br /> <br />Councilmember Elvig stated that this is a RALF program building and if the City generates <br />excess revenue it is given back to the State and it sounds like the City is breaking even. He <br />agrees that if the City is expending dollars and it is a cost to us, it could be awkward later. <br /> <br />Councilmember Dehen stated that he is concerned about other organizations being able to get the <br />same benefit. He stated that Youth First is a benefit to the City, but if there are other <br />organizations out there, he questions whether they should get the same benefit. He stated that he <br />is concerned that the City will eliminate the prospect of trying to rent it. He asked if it is a policy <br />that any education prospect gets City owned property for free. <br /> <br />Councilmember Wise stated that, on one hand, the City is trying to lease it and on the other <br />trying to promote a program. He stated that he feels the City should do one or the other because <br />otherwise you are battling yourself with your own money. <br /> <br />Mayor Ramsey suggested that the decision be put off until the discussion in March. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to allow Youth First to <br />use the west space at 6701 Highway 10 NW and to continue actively marketing it until the <br />meeting in March to discuss a possible change in the concept. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look, and <br />Wise. Voting No: None. Absent: Councilmember McGlone. <br /> <br />Case #11: <br /> <br />Consider Contract with Himle Horner for Public Relations Services Related <br />to Ramsey Town Center <br /> <br />City Administrator Ulrich stated that in past discussions it has been evident that the Ramsey <br />Town Center property is closer to coming back on the market as a development project and it <br />would be in the City's best interest to foster that project and position itself as a viable project. <br />He noted that staff interviewed several public relations firms and is recommending Himle <br />Homer. He stated that they are recommending an amount not to exceed $8,000 for them to <br /> <br />City Council! February 24, 2009 <br />Page 17 of 19 <br />
