<br />provide strategy and tactics to allow the R TC to be repositioned and move it forward during the <br />period of transition. <br /> <br />Councilmember Dehen stated that he thinks this could be handled at the next Council meeting <br />because he thinks it is premature because there is information that should be coming in the near <br />future that will effect his decision. He stated that he is bothered by the perceived unfairness to <br />the other two bidding parties. He stated that he has been bothered by this kind of policy for <br />several years because he doesn't feel the City gives everybody a fair shake. He noted that he is <br />not concerned that there is a quality issue with Himle Homer. <br /> <br />Councilmember Elvig asked if City Administrator Ulrich needs authorization on this now, in <br />case other events fall into place. <br /> <br />City Administrator Ulrich stated that the urgency would be that, if, prior to the next Council <br />meeting a decision that impacted this project needed to be made. He stated that to be able to hit <br />the ground running and respond quickly would be important. He stated that time would be of the <br />essence and suggested perhaps the Council could approve a smaller amount. He stated that there <br />is a Work Session on March 3, they are recommending a special session on Thursday March 5 <br />and the Council will meet again on March 10. <br /> <br />Councilmember Dehen asked City Attorney Goodrich if there is a way that the Council can <br />approve this with conditions built in that action can be taken if certain events happen. <br /> <br />City Attorney Goodrich stated that it can be approved, giving City Administrator Ulrich the <br />authorization to act, if necessary. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to approve a contract with Himle <br />Homer for public relations services related to Ramsey Town Center, at a cost not to exceed <br />$8,000, and said service to be initiated only at the discretion of City Administrator Ulrich. <br /> <br />Further Discussion: Councilmember Dehen asked what the. reason was that the City went back <br />to one group and not the others. City Administrator Ulrich stated that Himle Homer brings a <br />bigger group to the table and has worked with the Northstar project and he also worked with <br />them at. Medtronic and found them very helpful. He stated that the other companies had less <br />experience with large projects such as this.' <br /> <br />Motion carried. Voting Yes: Mayor Ramsey and Councilmember Elvig, Dehen, Jeffrey, Look <br />and Wise. Voting No: None. Absent: Councilmember McGlone. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Press Release Regarding John Enstrom and Veteran's Lake <br /> <br />Councilmember Look stated that he wanted to mention a recent press release from <br />Congresswoman Michelle Bachman.
