The minutes approved were dated May 15, 1991 and August 28, 1991.

BOARD BUSINESS

Case #1.: Fire Fighter Disability Claim

Finance Officer Helling requested the Board come back to this case after Mr. Drahos arrived as he
had some information pertaining to the case.

Case #2: Fire Investigator and Fire Inspector Positions

Fire Chief Griffin stated that he feels a Fire Inspector and a Fire Investigator position would be
valuable assets to the Fire Department. With regard to the inspector position, he stated that Anoka
County will do daycare inspections, etc., however, they will not do inspections anymore for liquor
establishments for renewal of liquor licenses. He stated the waiting period for daycare inspections
is extremely lengthy. He added that the inspector would also inspect businesses which would
allow the Fire Department to know where hazardous chemicals, machinery, etc. are stored in the
buildings. This could make a big difference when fighting a fire. With regard to the investigator
position, Chief Griffin stated that this person would investigate a fire to determine if it was caused
by arson, if so, they would contact the State Inspector. The State Inspector would handle the
"arson charge" part of it.

Although the Fire Board was in consensus that these positions would be a benefit to the
department, several questions were asked regarding what training is required and how much time
and money would be involved, and where the money would come from, to enable the department
to have these positions.

With regard to the investigator position, the Fire Board instructed Chief Griffin to furnish them
with the following information: 1) a list of required certificates; 2) a list of training programs; 3)
time and expense; 4) the scope of investigation; 5) what other cities have; and 6) projected
savings in time and/or resulting from having this position.

With regard to the inspector position, the Fire Board instructed Chief Griffin to furnish them with
the following information: 1) the areas he would like the inspector to work in, such as daycares,
liquor establishments, etc.; 2) how much training it will take; 3) how many inspectors he needs
and why; and 4) what the cost in time and money will be.

Case #1: Fire Fighter Disability Claim

Finance Officer Helling distributed a calendar of events with regard to Mr. Guimont's case.

Boardmember Drahos reported that he had spoken with Mr. Guimont and also with his attorney
and Mr. Guimont was under the impression that Mrs. Helling and his attorney had received
everything they needed. He stated the question now is, should the Board grant Mr. Guimont more
time, again?

Mrs. Helling stated that a letter detailing the information needed was sent to Mr. Guimont and also
a copy was sent to his attorney.

City Administrator Schroeder stated that several deadlines have been given to Mr. Guimont and he
always asks for more time. He also felt that the likelihood that more money would be paid to Mr.
Guimont is very slim since the first couple of payments made to him were more than what they
should have been. He felt a decision should be made tonight.

Fire Board/November 20, 1991
