Motion by Boardmember Drahos and seconded by Boardmember Pearson to recommend to City
Council that no additional disability benefits are due to Mr. Jay Guimont as a result of his injury on
October 21, 1990 while serving as a Ramsey Fire Fighter and that Mr. Guimont be informed when
his case goes to City Council which would allow him the opportunity to appear before the Council.

Motion carried. Voting Yes: Councilmembers Peterson and Cich and Boardmembers Drahos,
Pearson, Kapler and Sharp. Voting No: None.

City Staff was directed to notify Mr. Guimont and his attorney that this case would come before
the City Council on December 17, 1991.

Boardmember Kapler stated he would like to go on record as saying he is "deeply afraid we will
lose a good Fire Fighter".

Councilmember Cich left the meeting.

Case #3: Request for Change in Current Pay Schedule

Chief Griffin stated the Fire Department would like to change the current pay schedule for fire calls
from $5.00 per hour after the first two hours to a straight $5.00/hour. The majority of the fire calls
for the year have taken approximately one to one and one-half hours and then a routine one-half
hour for maintenance clean-up and back-in-smMce inspections of all the equipment. The Fire
Fighters are putting in two hours and getting paid for one hour. They agree that the drills and the
trainings will remain at the current pay schedule which is $5.00 for each four hours of trainings or
meetings. He added that if there is a fire call and it is cancelled before the "trucks roll", the Fire
Fighters do not get paid for that call.

Finance Officer Helling asked Chief Griffin for an estimate of the additional cost based on the 1991
statistics. This information was not available.

City Administrator Schroeder advised Mr. Griffin to place the wage increase request on his budget
requests for the 1992 budget.

Motion by Boardmember Kapler and seconded by Boardmember Sharp to recommend to the
Budget Committee a change in the rate of pay for the Fire Fighters to $5.00 per hour with the
exception of training sessions and meetings.

Motion carried. Voting Yes: Councilmember Peterson, Boardmembers Kapler, Sharp, Drahos
and Pearson. Voting No: None. Absent: Councilmember Cich.

Case #4: Discussion Regarding Tanker #2

Fire Fighter Bruce Bachler stated that Tanker//2 (the old milk truck) has numerous problems such
as engine, rear end and transmission. He also suggested a tag axle be put on the truck.

Chief Griffin stated a new tanker would cost between $40,000 and $50,000 and that the
department is not asking for a new truck, only direction to possibly resolve the problems with the
old truck.

City Administrator Schroeder requested Chief Griffin to get cost estimates for the following: 1) a
new cab and chassis and utilize the old tank; and 2) a cost estimate to buy a new or used truck,
complete. He stated he would ask Public Works Supervisor Mevissen to get a cost estimate on all
the repairs needed for the old truck.

Fire Board/November 20, 1991
