Case #
INTRODUCE ORDINANCE TO AMEND CITY CODE CHAPTER 9.03 (ADMINISTRATION)
RELATED TO AN ADMINISTRATIVE SITE PLAN REVIEW PROCESS IN BUSINESS AND
EMPLOYMENT DISTRICTS;
CASE OF THE CITY OF RAMSEY
By: Tim Gladhill, Associate Planner
Background:
City Code states that site plan reviews are required for all proposed multiple family dwellings (3 or more
units), mobile home parks, commercial and employment developments, and all proposed developments
within the Flood Plain, Scenic Rivers, Environmental .Protection, and Critical River Overlay Districts.
Staff is proposing an administrative site plan review process for smaller expansions of existing structures
in the Business and Employment zoning districts.
Notification:
_. The Public Hearing was properly advertised ui the official newspaper of the City.
Observations:
Attached for your review is an amendment to City Code to allow for an administrative site plan review
process. The purpose of this amendment is to streamline the development review process for smaller
expansions, which staff believes an administrative review would be more appropriate.
The proposed.amendment would allow staff to review site plans administratively when:
• The expansion is contiguous to an existing building previously approved through Site Plan
Review and Building Permit
• The expansion is located in the B-1 or B-2 Business Zoning District or the E-1 or E-2
Employment Zoning District
• The expansion is not located within the Flood Plain, Scenic Rivers, Environmental Protection, or
Critical River Overlay Districts
• .The aggregate area of expansion(s) through administrative review is less than or equal to 20%,
together with any other site plan approved administratively, of the existing building square feet
according to the Site Plan approved by City Council
• The expansion does not exceed 43,560 square feet (1 acre) of disturbed area (including any
impervious surface)
• The expansion does not expand any non-conforming or conditional use.
The proposed amendment ensures that the administrative review process applies only to expansion
contiguous to an existing structure, not a new, free-standing structure on a parcel. Limiting the
administrative review. process to 20% represents an expansion of less than one quarter of the existing
-131-
