Attachment B <br />ORDINANCE #09- <br />CITY OF RAMSEY <br />ANOKA COUNT <br />STATE OF NHNNESOTA <br />AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS ZONING AND SUBDIVISION OF <br />LAND. <br />AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.03 TITLED "ADMINISTRATION" <br />OF THE CITY CODE OF RAMSEY, D'IINNESOTA <br />The City of Ramsey ordains; <br />SECTION 1. AUTHORITY <br />This ordinance is adopted pursuant to and under the authority of the City Charter. of the City of Ramsey. <br />SECTION 2. AMENDMENT <br />Subsection 9.03.08 of the City Code is amended to read as follows: - <br />9.03.08 Site Plan Review. <br />Subd. 1. It is the policy of the City to preserve and promote attractive, stable residential; <br />business and industrial environments through the construction of quality projects and developments. No <br />structure or land shall be used or change uses, occupied, erected, constructed, reconstructed, moved or <br />structurally altered except in conformity with the following specifications for the zoning district in which <br />it is located. <br />Site plan reviews are required for all proposed multiple family dwellings (3 or more units), mobile home <br />parks, commercial and industrial developments, and ail proposed developments within the Flood Plain, <br />Scenic Rivers, and Environmental Protection and Critical Rivers Overlay Districts.. In addition,. site plan <br />reviews .shall be specifically required prior to the issuance of a conditional use permit in any commercial <br />or industrial zone. <br />Subd.2. Required Site Plan Information... An application for the site <br />plan/building design approval shall be initiated by the owner or their authorized agent filing a form <br />prescribed by the City. The application shall be submitted to the Zoning Administrator along with a non- <br />refundable application fee and escrow deposit. This escrow deposit shall be used.to defray the expenses <br />of the City's professional. staff in their review of said plan. If this deposit is -not suff cient to cover. <br />expenses incurred by the City in the review of the plan, additional moneys will be required prior to fmal <br />action on the application. If after fmal action on the application and plan, a surplus balance remains in the <br />City's accounts, this surplus shall be refunded to the applicant. <br />a.
