11. Off-street parking and outside storage or display areas; <br />11. Calculations of projected water usage using Minnesota Pollution Control <br />Agency and/or Minnesota Department of Health guidelines; and <br />12. Color rendering(s) and when requested by the City, colored material samples. <br />13. Traffic Generation Analysis as determined necessary by the City. <br />Subd. 3. Zoning Administrator Review. The applicant shall submit the <br />application materials for the proposed project to the Zoning Administrator at least thirty (30) days prior to <br />a regular Planning Commission meeting. The application materials shall consist of the following: <br />a. Completed site plan-application; and <br />b. Application fee and escrow deposit, in an amount as determined from time to time <br />by City Council resolution; and <br />a. Information as required by this- Section; and <br />b. Any other information determined necessary by the City. <br />Subd.. 4. Administrative Site Plan Review. Under certain circumstances, the Zoning <br />Administrator may approve Site Plans for expansions of existing Buildings administratively. <br />a. .The Zoning Administrator may approve Site Plans administratiXely if all of the <br />following circumstances are met: <br />1. The expansion is contiguous to an existing Building previously approved <br />through Site Plan Review and Building Permit; and- <br />2. The expansion is located in the B-1 Business, B-2 Business, E-1 <br />Employment,. or E-2 Employment District. <br />3. The expansion is not located within the Flood Plain; Scenic Rivers, <br />Enviromnental Protection,. or Critical Rivers Overlay District. <br />4. The expansion, together with any other site plan approved administratively, <br />is less than or equal to 20% through any other combination of aggregate <br />administrative approvals. of the existing Building according to the approved <br />building permit(s) for the existing Building; and <br />5. The expansion does not exceed 43,560 square feet of disturbed area; and <br />6. The expansion does not expand any non-conforming or conditional use. <br />b. Site Plan submittals meeting the requirements of Subd. 4.a of this Section will still <br />be reviewed by all applicable agencies in addition to the City in accordance with all <br />applicable regulations and within. time limitations in accordance with Minnesota <br />Statute. <br />-140- <br />
