Case # 3 <br />Adopt Resolution Requesting Anoka County Parks to Proceed with a Feasibility Study for <br />a Boat Landing and Fishing Pier for Mississippi West Regional Park <br />By: Mark Riverblood, Parks Supervisor <br />Background: <br />As Council may recall, the 2008, Parks. Capital Improvement Program included $18,000 to <br />match a similar amount of money from the Minnesota DNR's Trails and Waterways program for <br />a fishing pier along the Mississippi River. The city ultimately learned that the DNR funds were <br />appropriated for another project in the state. In December of 2008, City Council directed staff to <br />explore ways to 'leverage this proposed allocation, .for other fishing related recreation and <br />connections to the Mississippi River. . <br />Observations: <br />The purpose of this case is to utilize the same $18,000 in Lawful Gambling Improvement funds <br />to `incent' Anoka County Parks to move forward "to immediately commence a feasibility study <br />relating to the preliminary design, location and costs, of motor vehicle access, parking, boat <br />landing with concrete planks or ramp, fishing pier and related amenities" within Mississippi <br />West Regional Park. Adopting this Resolution would not allocate any funding for the feasibility <br />study or any improvements. The intention is that the city would reserve these funds, such that <br />upon completion of the feasibility study, the city of Ramsey would consider offering $18,000 (or <br />morel in Lawful Gambling funds to match other monies for the construction of the facilities. <br />The attached Resolution contains .additional detail as to why the timing of this process seems <br />appropriate -one of which is a $200,000 planning grant received by the National Park Service, <br />specifically for identifying public connections to the-river as well as multi-modal transportation <br />opportunities. <br />Also attached is a map showing the location referenced in the resolution. <br />Staff Recommendation: <br />Staff recommends adopting Resolution 09-03-XXX. <br />Commission Action: <br />Motion to adopt Resolution 09-03-XXX, supporting a feasibility study for the development of a <br />boat landing and fishing opportunities wit in Mississippi Regional Park. <br />Reviewed by: ~ '~ <br />City Administrator <br />Director of Public Works/Principal City Engineer <br />CC: 3/24/09 <br />-143- <br />
