CONSENT # ~ 3 <br />RESOLUTION ADOPTING THE AGREEMENT FOR MANAGING THE <br />ANOKA COUNTY JOINT LAW ENFORCEMENT CENTRAL RECORDS PROJECT <br />By: James Way, Police Chief <br />Background: <br />The manager of the Anoka County Central Records Project, Coon Rapids Capt. Steve Bluml, has <br />announced his retirement from law enforcement. The manager of the project oversees the sharing <br />of information through the Central Records System along with developing usable applications <br />for project. <br />Capt. Bluml recommended to the Chief Law Enforcement Officers (CLEO's) that Ramsey Sgt. <br />Jeff Katers be named as his replacement. The CLEO's brought Sgt. Katers name forward to the <br />Joint Law Enforcement Council (JLEC) at a special meeting on March 16, 2009. The JLEC <br />approved. entering into a contract with the City of Ramsey to provide this service. For Sgt Katers <br />service; the City of Ramsey will be paid $50,000 annually.- Sgt. Katers will spend up to twenty <br />hours per.week working on duties associated with the system. <br />Staff has developed a plan to reassign some of the duties that are currently being be performed <br />by Sgt Katers to the three patrol Sergeants, two investigators, the Captain and the Chief. Some <br />of these duties include managing the schedule, case management, payroll/timesheets, <br />investigation of cases, signing complaints and officer complaints. This will increase the work <br />load for the other staff detailed above; however, the additional work load will be spread between <br />multiple staff to help mitigate the impact. <br />Funding: <br />City of Ramsey will receive $50,000 annually. This amount will be $4166.66 per month and <br />cover nine months in 2009. <br />Staff Recommendation: <br />Staff recommends execution ofthe-agreement entering into a contract for services for Jeff Katers <br />to manage the Anoka County Joint Law Enforcement Central Records Project. <br />Council Action: <br />Motion to adopt Resolution #09-03-X~~ entering into a contract to allow Sgt.Jeff Katers to <br />manage the Anoka County Joint Law Enforcement Central Records Project. <br />Reviewed by: ~ <br />City Administrator <br />Police Chief <br />City Atty <br />Finance Director <br />CC: 03/24/09 <br />_gg_ <br />
