Anoka County Contract No. 2009-_ <br />AGREEMENT <br />FOR MANAGING THE <br />ANOKA COUNTY JOINT .LAW ENFORCEMENT <br />CENTRAL RECORDS PROJECT <br />THIS AGREEMENT is made and entered into by and between the Anoka County Joint <br />Law Enforcement Council, a joint powers board established pursuant to Minnesota law, <br />hereinafter referred to as the "JLEC," and the City of Ramsey, a Minnesota municipal <br />corporation, 7550 Sunwood Drive Northwest, Ramsey, Minnesota 55303, hereinafter referred <br />to as the "City." <br />WITNESSETH: <br />WHEREAS, the County of Anoka and the Cities of Anoka, Blaine, Circle Pines, <br />Centerville, Columbia Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, Ramsey, St. <br />Francis (including Bethel), and Spring Lake Park have previously recognized the need to <br />cooperate in their law enforcement efforts and have created the JLEC; and <br />WHEREAS, the members of the JLEC have determined that there is a need to store <br />and gain access to law enforcement data, to communicate among law enforcement agencies, <br />and to improve the speed .and accuracy with which law enforcement information is shared <br />with the jurisdiction requesting it; and <br />WHEREAS, the members of the JLEC have entered into a Joint Powers Agreement <br />(Anoka County Contract No. 990021) for the purpose of acquiring computer hardware and <br />software for an integrated central records communication system to address the foregoing <br />need; and <br />WHEREAS, the Joint Powers Agreement provides that ongoing costs for the system <br />shall be shared by the members of the JLEC; and <br />-1- -103- <br />
