L/ <br />Cttx Of fi-~' <br />RAMSEY <br /> <br />Background: <br /> <br />The concept of developing an assessment policy for street reconstruction has been talked about <br />numerous times over the past year. The discussions really escalated with the advancement of the <br />Andrie Street/164lh Lane State Aid (MSA) improvement project (IP #08~32) last spring. The only <br />existing City street assessment policy pertains specifically to the street maintenance program <br />(attached). This policy has evolved over the years as a guide for assessing sealcoating and overlay <br />improvements. The City's contribution to these maintenance activities comes from MSA funds. <br /> <br />The purpose of this case is to receive direction on the development of a policy for the assessment of <br />street reconstruction projects; for both local and MSA streets. Funding options to consider when <br />evaluating this policy include: <br /> <br />· General fund <br />. MSA allocations (gas tax) <br />. Stormwater utility <br />. Street improvement district <br />.
