Al Pearson, 14821 Bowers Drive NW- informed the Commission that the petition was <br />presented to the Council by one person and that the signatures were collected by two <br />individuals. <br /> <br />Jason Williams (age 10), 5180 - 157th Lane NWo asked that the Park and Recreation <br />Commission rename the River's Bend Park to David R. Hadley Park because of all the <br />work he did to get the park completed. <br /> <br />Tom Williams, 5180 - 157th Lane NW- told the Commission that all the signatures were <br />collected in one day and asked the Commission to notice that the signatures were from <br />people living all over the City, not just from the citizens around the River's Bend area. <br /> <br />Commissioner Swokowski asked if the Commission would be setting a precedence by <br />naming a park after a person. <br /> <br />Mr. Pearson told the Commission that he talked to City Attorney Bill Goodrich concerning <br />this matter and Mr. Goodrich stated that it would not be setting a precedence because there <br />are other parks named after people such as Peltzer Park and Titterud Park. Mr. Pearson <br />explained that one of the reasons we would like to rename the park is because we feel <br />David Hadley was very instrumental in the completion of this handicap accessible park. <br /> <br />Commissioner Swokowski pointed out that a lot of public servants do a lot of different <br />things for the community. In his opinion, he feels a dedication should go to the person who <br />goes beyond the call of duty. He also stated that he is not sure what Mr. Hartley did to <br />achieve the completion of the park and he feels that it may be a good idea to table this issue <br />to allow the Commission time to do some research on the subject. <br /> <br />Al Pearson stated that he has lived in the City of Ramsey all his life and in his opinion <br />David Hartley has done an outstanding job as City Administrator. <br /> <br />Martys Williams - 5180 - 157th Lane NW - told the Commission that David Hartley was <br />not aware of this petition and that when it was brought to the City Council asked to be <br />excused from the meeting while this issue was being discussed. <br /> <br />Chairman Hetland stated that at this point he has some reservations. He is not sure <br />naming a park after a man is quite the right kind of recognition. He also stated that he is <br />not sure this is something the Park and Recreation Commission should be considering. If <br />the citizens of Ramsey want to rename the park and fishing pier, he feels they should <br />present this issue to the City Council. <br /> <br />Motion by Commissioner Swokowski and seconded by Chairman Hetland to submit the issue <br />of renaming the southern half of River's Bend Park back to the City Council without action <br />from the Park and Recreation Commission. <br /> <br />Further Discussion: Commissioner Swokowski stated that it was his belief that the City <br />Council has the authority to make such a decision. Chairman Hetland stated that he feels <br />the petition was properly presented to the City Council and that it should not have been <br />sent to the Park and Recreation Commission. Mr. Williams stated that he feels this <br />motion is a reasonable response and he does not feel that the City Council will send it back <br />to the Park and Recreation Commission. <br /> <br />Motion carried. Voting Yes: Chairman Hetland, Commissioners Prall, Johnson, Lokker, <br />Rustad and Swokowski. Voting No: None.
