COMMISSION BUSINESS <br /> <br />Case #1: Review Flintwood Hills Park and Ramsey Terrace Park <br /> <br />Bob Schwartz, 5601 142nd Avenue NW - was interested in what is <br />being proposed for these two parks. He's lived there for 15 years, <br />explaining when Flintwood Hills Park was first developed, the City <br />dredged a portion of it making it twice as deep. He was concerned <br />that the pond then became a potential death trap for the children, <br />though it has since filled in naturally. When he first moved to <br />Ramsey, he was on the Park and Recreation Commission with the <br />intent to see that something was done. He dropped off when nothing <br />was done. <br /> <br />Mr. Schwartz suggested if the City considers dredging the pond <br />again, that it be kept shallow to a depth not to go over the heads <br />of the children. Because there are a lot of speeders along 142nd <br />coming over the hill, he also suggested when the park to the south <br />is developed that speed signs be put up or rails in the park to <br />keep children in the park. <br /> <br />Mr. Schwartz pointed out the ponds are controlled by the DNR, which <br />would need their approval for any work on them. He stated he is <br />personally interested in the Flintwood Hills Park because he <br />arranged for the DNR control. Behind Ramsey Terrace Park on <br />private property is a dump of garbage, leaves, etc., which attracts <br />rats and curious children. The City did check it out, but they <br />never had it cleaned up. <br /> <br />Chairman Her]and explained the Commission is reviewing all parks in <br />the City of Ramsey, though there are no funds for development for <br />the next five years or so. But they would like to know what the <br />residents need and desire in the parks. <br /> <br />Mr. Boos reviewed a map and pictures of the parks, outlining the <br />drainage through the vicinity. He was not aware of any open water <br />at Flintwood Hills Park, though it may get wet in the spring. <br />There is vegetation over the area.. Mr. Boos didn't think the <br />current drainage poses a threat at this time, and he didn't think <br />the City had any plans to dredge the pond. <br /> <br />Mr. Schwartz reviewed the background of drainage and changes made <br />to keep water out of some of the basements. He hoped the pond <br />would not be filled in, that there would be some water in the pond <br />for the ducks and other wildlife, and he'd prefer the trees not be <br />removed. The children in the neighborhood have been both younger <br />and older, and he didn't know what type of activities the neighbors <br />would like to see on those parks.
