Mr. Otto noted that it may be an opportune time to do some work on
these parks in the spring if the development to the northwest goes
ahead and sanitary sewer is extended past the parks. The drainage
for the entire area would be looked at then and permits obtained
from the Corps of Engineers and the DNR. There is also a
possibility some funds will have to be made available from that
sewer extension for these parks, at which time they can look at
planting and replanting trees and putting in a small playground. He
said he would also check to see why the pond in F]intwood Hills .~

Mr. Schwartz stated the parks are well maintained and the swings
are painted every year. The residents are not interested in a
picnic area, though there was some talk about a connecting trail
from Ramsey Terrace Park to the Ramsey School. He asked the status
of that proposal and also asked that Staff look at the garbage he
mentioned to be sure it is on private property and is not violating
a City ordinance.

Mr. Otto stated with the extension of the sanitary sewer, they
would like to include a trail easement over the sanitary sewer and
storm sewer easements, which would go about two-thirds of the way
to the school. It would be a single 8-foot wide paved treadway to
accommodate hiking and biking. Snowmobiles would not be allowed.

Mr. Boos didn't think the garbage violated any ordinance as it is
not visible from the anywhere else and does not appear to be
hazardous. He agreed to check that out while inspecting the park
this spring.

No further Commission action was taken.

Case #2: Review the Status of Commission member Cynthia Roselle

The Commission noted that Commissioner Roselle was in a serious
automobile accident in October, 1990, and has been unable to attend
Commission meetings since then. They noted her desire to remain on
the Commission, though she did not know when she would be able to
begin attending meetings again.

It was generally agreed to take no action at this time in the hopes
she would be back soon, wishing Commissioner Roselle a speedy
recovery.

Ca~e #$: Review Park Policy on Sl~na~e

Mr. Otto reported the problems created because some of the parks
are not signed and the absence of addresses on any of the ones that
are signed. It has been a problem for temporary employees to find
some of the parks, and it can hinder emergency response to a park

PARK AND RECREATION COMMISSION / FEBRUARY 14, 1991
Page 3 of 8
