if the address is not known. The '~--A~o,mn~¥ ha~' stated that any <br />action would be more defensible if the City established a policy, <br />particularly if it had to do with safety concerns. In establishing <br />a policy, the City recognizes the problem and can work.toward <br />correcting it as funds are avallab]e. <br /> <br />For future developments, Mr. Otto stated City Attorney Goodrich <br />has recommended an ordinance change to make the developer <br />responsible for the signage in the park within his plat, with the <br />funds to be escrowed as they are for street and traffic signs. Such <br />an ordinance amendment would first go to the Planning and Zoning <br />Commission, then to the City Council for consideration. Signing and <br />the upgrading of signs for the existing parks would have to come <br />from existing park dedication fees or the Park Trust Fund. <br /> <br />In discussing the matter, Mr. Boos noted those signs that are up <br />are routed on cedar with painted yellow lettering. He agreed to <br />determine the costs to add an address to the existing signs, to <br />determine how many parks are not signed, and to estimate a cost to <br />sign those parks that are not now signed. <br /> <br />Chairman Hetland suggested the parks that are not developed should <br />not be signed, questioning the need to have them signed and because <br />of possible vandalism. He also suggested Police Chief Auspos be <br />approached as to what he thinks about the need for addresses on the <br />park signs. <br /> <br />The Commission agreed to determine the seriousness of the problem <br />from Police Chief Auspos, and if there isn't a problem, there is no <br />need for a policy. If there Is a need, a policy can be adopted by <br />Resolution and a reconm~endation made to amend the ordinance as <br />proposed this evening. The Item Is to be placed on the next agenda. <br />March ?, 1991, for further consideration. <br /> <br />#4: Park CQ~prehensive Plan <br /> <br />Mr. Otto explained he will bring the entire updated Parks and Open <br />Space Comprehensive Plan to the Commission next month. He also <br />noted the comments and suggested revisions of the goals and <br />objectives of the plan which reflect policy decisions which have <br />been implemented in the past several years. <br /> <br />Mr. Otto also asked the Commission to talk about a survey of Ramsey <br />residents to determine what they would like to see in the parks in <br />the way of recreational programs, passive activites, playgrounds, <br />and so on. He provided a sample survey used in Elk River which was <br />done by Decision Resources Ltd at a cost of about $10,000. The <br />residents were contacted by phone.
