Mr. Bowen explained the burning process. The first burn, known as the preparation
burn, is done in the beginning. This burn is used to get rid of weeds. The second burn,
known as the management burn, is done early in the spring and does not harm prairie
grasses. This burn is used to maintain the invasion of trees and to control exotic grasses.
This burn should be done every three years. A prairie is less expensive than a traditional
lawn because there is not need for fertilizer, top soil, or mowing, thus eliminating labor
and material costs.

Commissioner Lokker inquired which area of the school park would be suggested for
prairie planting.

Mark Boos replied him the area parallel to the hockey rinks.

Merland Otto suggested having prairie planted along the trail corridor,

Mark Boos stated that they will not be doing anything at the school until they hear from
the 4-H groups.

Chairman Hetland asked that Bruce Bacon keep the Commission updated regarding the
possible prairie project.

Bruce Bacon informed the Commission of the upcoming Environmental Expo and invited
them to set up a booth. He also asked if someone from the Commission would like to attend
the Tree City Convention this year. He stated that he would inform them of the dates when
they become available to him.

Case #2 Central Park Expansion.

Merland Otto mentioned he had spoken to Ms. Bieniek, Director of Baseball, 3 &4 (RYAA),
regarding the letter she sent to Pentair, Inc. concerning the donation or sale of property
to the City. He told the Commission that she has not yet received a reply to her letter but
agreed to keep the Commission informed of any changes.

Chairman Hetland suggested sending a letter to Pentair, Inc. from the Park and Recreation
Commission.

Commissioner Swokowski volunteered to write and sent the letter.

Chairman Hetland requested that Mark Boos follow up on Ms. Paula Bieniek's letter.

Case #3 Survey of Residents, Ramsey Parks.

The consensus of the Commission was to table this issue until the end of the meeting.

Case #4 Review Update 0f Park~ Comprehensive Plan.

The consensus of the Commission was to table this issue until the end of the meeting.

Case #,5 Request to review sketch plan of River's Bend 3rd Addition;
Case of Rick Foster, Oxbow Properties.

Jim Gromberg explained that the new subdivision called River's Bend 3rd Addition will be
west of the current River's Bend Addition. It is approximately 20 acres in size, 11.5
acres, to the rear of the subdivision, will be residential and the remaining 7.5 acres along

PARK AND RECREATION COMMISSION / MARCH 7, 1991
PAGE 3 OF 6
