NOTE PLANNING AND ZONING COMMISSION MEETING MINUTES <br /> <br />The Park and Recreation Commission members noted the following Planning and Zoning <br />Commission meeting minutes: <br /> <br />1) <br /> <br />Planning and Zoning public hearing and regular meeting minutes dated March 5, <br />1991. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1 R~vi~w of Centr{~l P~rk. <br /> <br />Mark Boos took the Commissionmembers on a tour of Central Park and pointed out the <br />various improvements that are planned, and also the maintenance and vandalism <br />associated with each type of improvement. <br /> <br />Mr. Boos explained that it is his hope that the City can someday blacktop the main parking <br />lot at Central Park. He stated that blacktop is safer, provides more orderly parking, far <br />less maintenance, easier to keep clean, eliminates dust problems, and makes for a much <br />nearer appearance in that there is a defined edge without gravel scattered in the grass. <br />Paving is one improvement that benefits all park users, for example, many parents <br />bicycle to the park with small children or push them in carriages, the gravel, and <br />invariable tire ruts, make~'this difficult and not very pleasant. <br /> <br />Commissioner Lokker asked if any residents have called the City complaining about the <br />park lights. <br /> <br />Mr. Boos explained that when the light, were first installed at the Park the City did receive <br />a few complaints but have not received any lately. <br /> <br />Case #2 Public Facility Naming. <br /> <br />Mark Boos stated that he believes the City should develop a facility naming/renaming <br />policy. Mr. Boos read through a draft policy regarding this and asked the Commission for <br />input. <br /> <br />Commissioner Lokker stated that the only problem he has with the draft policy is naming <br />the park after the subdivision because some subdivisions are named after the landowner. <br /> <br />Mr. Boos suggested that one possible solution would be to name the park after some <br />geographic strenght. He also suggested that all developed parks in Ramsey have a sign <br />stating its name. <br /> <br />Chairman Hetland pointed out that if the City requires every park to be signed they will <br />have to change the park dedication ordinance. If not, the City would have to use money <br />received from previous park dedication to purchase the signs. <br /> <br />Chairman Hetland suggested adding to the policy that the developer shall have a name for <br />the park at the time of preliminary plat approval. <br /> <br />Motion by Commissioner Prall and seconded by Commissioner Swokowski to approve the <br />draft policy written by Mark Boos with the addition that the park name be decided at <br />priliminary plat approval. <br /> <br />PARK AND RECREATION COMMISSION / APRIL 11, 1991 <br /> PAGE 2 OF 4 <br /> <br /> <br />
