<br />Councilmember Elvig stated that he is concerned about the Planning Commission going to <br />executive summary minutes. <br /> <br />Assistant City Administrator Nelson stated that this proposal is just to not contract with <br />TimeSaver for the commission minutes and the actual details of how the minutes will look can <br />still be determined. <br /> <br />City Administrator Ulrich stated that this was one of their reasons for considering a more <br />summary type of minutes, because there would be a video of these meetings. <br /> <br />Councilmember Jeffrey asked about a collective bargaining agreement for the employees and <br />how this would play into these requests. <br /> <br />Human Resources Manager Kone' stated that the City can make changes to their schedule with <br />two weeks notice. <br /> <br />Councilmember Elvig stated asked what the community education cuts would entail. He asked <br />how many people are involved in the community education programs. <br /> <br />City Administrator Ulrich stated that the City pays the school district and they hire a coordinator <br />to run the programs, which would change. He stated that there would be a possibility of <br />community education raising fees to cover this loss. <br /> <br />Assistant City Administrator Nelson stated that she doesn't have the numbers of people involved <br />in the programs. She stated that this will have an impact because this money funds a position at <br />the Ramsey Elementary School. <br /> <br />City Administrator Ulrich stated that he thinks about 700 Ramsey residents participate and noted <br />that the school district could raise fees to cover the programs. <br /> <br />Councilmember McGlone asked about the possible revenue from a towing fee. <br /> <br />Captain Dwyer stated that many other cities do this and have a towing company that tacks on a <br />fee for tows, for example, driving after revocation. <br /> <br />Councilmember McGlone asked if this would be the same if they had an accident. <br /> <br />Captain Dwyer stated that he believes these are only police impounds, not accidents. <br /> <br />Councilmember McGlone asked about the fire fee. <br /> <br />Fire Chief Kapler stated that the non-resident fee is becoming more common and noted that <br />insurance companies cover this amount. <br /> <br />Councilmember McGlone asked what happens if they are not paid. <br /> <br />City Council Work Session / March 3, 2009 <br />Page 11 of 17 <br />
