<br />City Administrator Ulrich stated that this would be total cuts of $822,527. He stated that some <br />other possible cuts would be a one time internal transfer; a voluntary leave of absence; a <br />voluntary reduction in hours; or a straight percentage cut in each department. <br /> <br />Human Resources Manager Kone' stated that some staff has expressed an interest in a reduction <br />in hours. <br /> <br />City Administrator Ulrich stated that a possible street impact fee could bring in $455,800. He <br />stated that this is something that is making its way through the legislature. <br /> <br />Councilmember Look stated that there were discussions about sealcoating. <br /> <br />Public Works Director Olson stated that $13,000 a year is added for the City to take over the <br />sealcoating. <br /> <br />Councilmember McGlone asked if other cities are doing things differently. <br /> <br />Public Works Director Olson stated that Minnetonka does not charge assessments at all, but $7 <br />out of $9 of their taxes go towards infrastructure and public safety. He stated that sealcoating <br />and overlays extend the life of the pavement before reconstruction is necessary. <br /> <br />City Administrator Ulrich reviewed the possible additional revenues including Nowthen police <br />services; engineering projects; and franchise fees. He stated that the franchise fee is very <br />controversial. He stated that the City could also amend the fund balance policy from 60% down <br />to 50%. <br /> <br />Finance Officer Lund reviewed the fund balance policy and noted that most cities hold a 40-50% <br />fund balance reserve, so changing our policy would reduce this by about $833,000. <br /> <br />Councilmember Elvig stated that rather than just talking all doom and gloom, possible revenue <br />for the City is the possibility of something being accomplished with the Ramsey Town Center. <br /> <br />Councilmember Wise asked if there is any staff getting close to retirement. <br /> <br />Human Resources Manager Kone' stated that there are only one or two employees that may be <br />eligible for full retirement benefits. <br /> <br />Councilmember Wise asked if there is any property that is sellable. <br /> <br />City Administrator Ulrich stated that the former City Hall property would be the main property. <br /> <br />Councilmember Wise stated that the City may not get the best price for it now, but it should be <br />considered. <br /> <br />City Administrator Ulrich stated that they could look at all the saleable assets. <br /> <br />City Council Work Session / March 3, 2009 <br />Page 13 of 17 <br />
