<br />Councilmembet Wise stated that you hear about businesses doing a percentage cut across the <br />board, so everybody feels the pain. <br /> <br />City Administrator Ulrich stated that they did look at that possibility, but it would still create <br />layoffs and would include cuts in the priority areas that the Council has indicated. He stated that <br />he allocated staffing cuts based on his impression of Council priorities, for example, protecting <br />public safety and fire. <br /> <br />Councilmember Look stated that in looking at possible future revenue sources, he thinks that <br />amending the fund balance is just like an intemalloan transfer. He stated that he would support <br />decertifying the TIF districts. He stated that he is not a fan of franchise fees at all. He stated <br />that the Oak Grove payroll is probably off the table. He stated that although this is not the best <br />time to sell property, it could be looked at. <br /> <br />Councilmember McGlone stated that there are other cities that do not carry as much staff and <br />equipment and outsource grass cutting and snowplowing so there is not the large capital <br />investment. He stated that he thinks it may be time to send out RFPs for some of the things that <br />the City does. <br /> <br />Mayor Ramsey stated that the Council is still looking for another $738,000. He stated that he is <br />not in favor of franchise fees, but supports decertifying the TIF districts. He stated that perhaps <br />there is something that will come with the R TC. <br /> <br />City Administrator Ulrich stated that the City should know shortly about the R TC possibility and <br />noted that there are still several months where the Council can act on the 2010 budget. <br /> <br />Councilmember McGlone asked how much more money the City is looking for. <br /> <br />Finance Officer Lund stated that it is now about $264,000. <br /> <br />Councilmember McGlone stated that there was a gap, which he recently experienced in his own <br />business and had to sell a truck. He stated that there is also a gap at the City and asked if the <br />vacuum truck services could be contracted out. <br /> <br />Public Works Director Olson stated that it was considered and purchasing the truck actually <br />saved us money. <br /> <br />City Administrator Ulrich stated that the City could consider renting out some of our equipment <br />to other cities. <br /> <br />Mayor Ramsey stated that he does not think the budget is too far away and thinks that is enough <br />work on the budget for right now. <br /> <br />Councilmember Elvig stated that he agreed and thinks $264,000 is manageable. <br /> <br />Mayor Ramsey asked if these proposed cuts include cutting any additional positions. <br /> <br />City Council Work Session I March 3, 2009 <br />Page 14 of17 <br />
