City Administrator Ulrich stated that it proposes no additional cuts, but does include the 2-week
furlough for all employees.

Councilmember Elvig confirmed that with the 2 week furlough, benefits would not be
suspended, just salaries.

Councilmember Jeffrey stated that this is basically a 5% pay cut for employees.

Public Works Director Olson stated that they talked about the time being taken throughout the
year, not all at once.

Mayor Ramsey stated that he likes the idea and does not think it should be communicated as a
pay cut. He stated that they are getting time off, but they could go find something else to do to
make money on those days.

Councilmember Jeffrey stated that he thinks that is an important point. He stated that he
commends staff for coming up with this option.

Mayor Ramsey stated that he thinks the budget is close enough now and suggested that this be
looked at again in June or July. He stated that he would like to discuss going paperless. He
stated that in addition to paper and supplies, producing the packets also bums staff time and he
feels a decision should be made either way.

Councilmember Look asked staff what they would prefer.

City Administrator Ulrich stated that if it is done, the right equipment would need to be
purchased, such as laptops for the stations in the Chambers. He stated that he is willing to try it
because he thinks there could be potential savings.

Community Development Director Miller noted that not all commissions meet in the Council
Chambers.

Councilmember Jeffrey stated that he does not think it will be the best investment because he
wants to remain mobile.

Mayor Ramsey stated that the Council will need to have dedicated laptops and then there will
need to be seven additional more laptops for the other commissions and boards to use in the
Council Chambers.

Councilmember Jeffrey stated that they will need to get the files to download at home so they are
not seeing their packet for the first time when they sit down at the meeting.

Councilmember Wise stated that he would like to get a real dollar amount of what would be
saved.

City Council Work Session / March 3, 2009
Page 15 of 17
