<br />Mayor Ramsey asked if RALF dollars can be used for Sunfish Express land and later to buy the <br />building. <br /> <br />Ms. Ruehle stated that she thinks you can, but it hasn't been done that way before. <br /> <br />Public Works Director Olson stated that he doesn't think it can be done that way, because there <br />were discussions for the mobile home park to be acquired in that way and Ann Braden was very <br />clear that it couldn't be done. <br /> <br />Assistant City Administrator Nelson stated that they have talked about the Bialon property <br />potentially being part of the Armstrong overpass project rather than using RALF funds. <br /> <br />Councilmember Elvig asked ifthere were funds other than RALF to take down the property. <br /> <br />Assistant City Administrator Nelson stated that it would be MnDOT acquisition dollars. <br /> <br />Councilmember Wise asked if the City has talked to all the property owners involved in the <br />Armstrong project. <br /> <br />Public Works Director Olson stated that they have not talked to the property owners about the <br />project because they want to know where the money is coming from before they approach it. <br /> <br />Ms. Ruehle stated that given everyone's budget situation, relocation can get costly, so if that is <br />something the City needs to front end, she would recommend that be part of the decision making <br />and suggested perhaps just looking at vacant parcels right now. <br /> <br />Mayor Ramsey stated that he feels the City also needs to pay attention to each individual <br />property and whether they are viable at this point or not. He asked if there was a way to <br />differentiate between mildly interested and very interested. <br /> <br />Ms. Ruehle stated that she has gotten a lot of calls from RV World asking about it, but she also <br />knows a lot of people have given up because for the last few years there has been a very limited <br />amount of funds available. She stated that once the 610 project goes through there will <br />potentially be $2,000,000 in available funds depending on how quickly the City moves. <br /> <br />Councilmember Elvig stated that he feels looking at PSD should be considered and making sure <br />the business will stay in town rates high on his list. <br /> <br />Assistant City Administrator Nelson stated that they would like to move forward with some <br />applications for where the possible funding may go. She stated that they are looking for <br />direction on the properties mentioned tonight. <br /> <br />Ms. Ruehle stated that there will also be some additional funds available after July 1 this year. <br /> <br />City Council Work Session / March 3, 2009 <br />Page 5 of 17 <br />
