<br />Mr. Ruehle stated that what isn't reflected in the County numbers is the reconfiguration of the <br />odd shaped lots that used to exist. She stated that there is storage on the lot that could be leased <br />back to them. <br /> <br />City Attorney Goodrich asked if there should be priority on the Jim Deal and PSD properties and <br />move the Bialon property down on the list because it would probably be purchased through the <br />Armstrong Boulevard project. <br /> <br />Councilmember Look stated that he is hesitant to do that because they are looking for matching <br />funds on Armstrong, so the money may come out of the actual project costs. <br /> <br />Ms. Ruehle stated that the CoUncil doesn't just have to pick one property. She stated that she <br />recommends that the City keep asking until they say no. <br /> <br />City Attorney Goodrich stated that the City could treat all four properties equally. <br /> <br />Councilmember Look stated that he feels the Bialon property is on top of the list. <br /> <br />City Administrator Ulrich stated that the City could go with the vacant parcels first. <br /> <br />Councilmember Elvig asked if the City could get bond money for the Bialon property and <br />reimburse ourselves with the RALF funds. <br /> <br />Ms. Ruehle stated that this could not be done. <br /> <br />Councilmember Look suggested that the City take care of the property for MnDOT and ask that <br />they reallocate the funds locally. He stated that his recommended priority would be in this order: <br />the vacant Bialon property; the vacant PSD property; the Bialon structure; and PSD structure. <br /> <br />Councilmember Elvig stated that he would support moving on the vacant properties first and <br />keep the PSD and Bialon structures on the list. <br /> <br />2) Board and Commission Applicant Selection <br /> <br />Human Resources Manager Kone' stated that there was an extensive advertising process for <br />board and commission applications and noted that 29 applications were received. She stated that <br />the policy for recruiting states that the Council will choose up to five people to be interviewed <br />for each vacancy. She noted that the incumbents are also included in these numbers. She <br />reviewed the information included in the binders she put together for the Council. She suggested <br />that the Council could vote for the top five candidates for each opening and the votes could be <br />tallied and interviews scheduled with the top vote getters. <br /> <br />Councilmember Jeffrey stated that he would like to see an open discussion and people start being <br />eliminated. <br /> <br />City Council Work Session / March 3, 2009 <br />Page 7 of 17 <br />
