Voting No: None <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Public Hearing: 2009 Annual Street Maintenance Program <br /> <br />Mayor Ramsey closed the regular portion of the City Council meeting at 7:02 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearin!! <br /> <br />Mayor Ramsey called the public hearing to order at 7:02 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that this program has been around since 1981 and addresses <br />preventative maintenance issues for the City streets. He stated that this year there are 14 projects <br />and explained the difference between a sealcoating and overlay project. He stated that the <br />feasibility study information was included in the packet and noted that this is the second year of <br />the phase out plan for the assessments for sealcoating projects. He stated that the assessment <br />will disappear entirely by 2014. He stated that the policy is to assess 50% of the costs of the <br />overlay projects. He eXplained the assessment process and how residents can pay them off. <br /> <br />Citizen Input <br /> <br />David Rowen, 5713 - 164th Avenue, stated that he is in Barthel's Rum River 2nd addition and has <br />walked the area and been all over it. He stated that his section on Junkite and 164th Lane is <br />exactly the same as areas that are getting a sealcoat and he doesn't understand why it is included <br />in the overlay section. He stated that there is a frost heave on 164th that has been repaired before, <br />but this repair isn't included in this information. He stated that Centex put in their new <br />development and the last few years they only have had basecoat asphalt and have run their heavy <br />equipment down his roads in the spring. He asked if Centex was supposed to pay for the repair <br />of some of these roads. <br /> <br />City Engineer Jankowski stated that how they determine if an overlay is needed is based on the <br />majority of the streets. He stated that there are always sections of the street that are better than <br /> <br />City Council / March 10,2009 <br />Page 4 of 13 <br />
