He stated that staff can go out and take a look at the street with Mr. Rowen, if he <br />would like. <br /> <br />Mr. Rowen stated that he would like staff to take another look with him. He stated that he would <br />like to repair the streets and leave them alone. He stated that this is a tough time for people and <br />he knows of at least 4 people who are out of jobs that live on the street right now and paying for <br />this assessment is the last thing on their minds. <br /> <br />Ross Chambers, 6285 - l43rd Lane, stated that he has been here for five years and wanted to <br />clarify the difference between an overlay and a total repair and asked which gave the smooth <br />street. <br /> <br />City Engineer Jankowski explained the difference and noted that the overlay is new pavement of <br />1 ~ inches over the existing pavement. He stated that they do repair failed areas before the new <br />pavement is put down. <br /> <br />Mr. Chambers stated that he agrees with Mr. Rowen that there are not a lot of potholes or cracks <br />in the road. He stated that he has walked the roads too and doesn't know if the roads need a big <br />overlay project right now. <br /> <br />City Engineer Jankowski stated that generally after a new road is constructed, in 5 years they <br />give it a sealcoat, 7 years after that they give it another sealcoat and then 7 years later, they are <br />usually ready for an overlay. He stated that where the road doesn't have curb they will shoulder <br />it so there isn't a drop off the end of the road. <br /> <br />Mr. Chambers stated that he agrees with Mr. Rowen that he doesn't want to add extra costs <br />because there are tough times right now and thinks cheaper repairs may not be a bad idea. <br /> <br />Mr. Rowen asked when sewer and water is scheduled to come to their area. <br /> <br />City Engineer Jankowski stated that they look for it to be extended upon request by the <br />neighborhood and that there are no plans by the City. <br /> <br />Mr. Chambers asked how this road project will be decided and if it is just up to the Council. <br /> <br />City Engineer Jankowski stated that the public hearing will be closed and in 60 days, staff will <br />present a request to order the projects and in between time, staff can meet with residents to look <br />at the roads and will report back to Public Works on what they find. <br /> <br />Public Works Director Olson stated that the City looks at every road in the City the year before <br />and prioritizes them for the following year. He stated that the 60 day period is an opportunity for <br />the neighborhood to counter petition the proposed assessment, so that is a possibility for the <br />neighborhood if they do not want to see this project move forward. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Elvig to close the public hearing. <br /> <br />City Council / March 10,2009 <br />Page 5 of 13 <br />
